History of the OCP Became law in 1979, fully implemented by 1981.
Initial goal: stabilize China’s population at 1.2 billion. Under control of the State Family Planning Commission (SFPC) Easy to enforce in China because it is a totalitarian state. Would be difficult or impossible in most other nations. Couples who violated the OCP had to pay a heavy tax burden, pay for schooling and medical care, and were sometimes sterilized so that they couldn’t have any more children.
