Equality and Non-discrimination - Scoping and Diagnosis Process

Summary findings Positive Range of ways that people who are disadvantaged are accessing and using latrines – either through their own means or with a range of support Recently more pro-active consideration of EQND issues in different ways in different GSF supported programmes

Summary findings Gaps:
CLTS is not per-se inclusive – there is a need to pro-actively focus on EQND and different needs EQND has not been well integrated into the GSF supported programme processes - most action at community level to ensure disadvantaged are engaged or supported seems to have been initiated through traditional community support mechanisms Some people who are disadvantaged have been falling through the gaps – only supported recently or are still practicing OD GSF supported programme guidance, processes, trainings – EQND currently not well integrated

Summary findings Opportunities: Interest from countries visited to improve in the area of EQND – keen to integrate better into next phase – interested in receiving guidance on this area Possible to learn from good practices already happening across countries

Recommendations

Provide basic guidance on minimum programme standards
Develop and share a set of key principles Establish appropriate terminologies and categories relating to different levels/types of disadvantage Pay particular attention to marginalized and excluded groups Support capacity building and empowerment of people who may be disadvantaged Establish limits to methods of influence

Consider extra-household support for disadvantaged households
Flexible programmes for disaster/conflict prone areas Broaden focus of programmes to other EQND impacts Develop guidance and build capacity of integrating EQND into CLTS Develop guidance and build capacity on integrating EQND into MEL systems Consider outcomes dimensions during design/extension of programmes

Development of participatory exercises and ToTs

Programming, budget, and monitoring adaptations
Reach a common understanding on ‘what constitutes success’ for GSF in terms of EQND What practices, behaviours, and approaches are non-negotiable, optional, or beyond WSSCC/GSF’s scope? Strengthen EQND within CPP, PCM, EA/IP performance reviews, and operations guidelines Strengthen EQND focus of results framework and monitoring systems (in progress) ‘Reorientation and reflection’ discussions in each country with GSF portfolio teams Budget and resourcing - Human and financial resources for mainstreaming EQND at secretariat and programme levels

Policy and advocacy Selected countries may embark on specific policy advocacy initiatives focusing on EQND Involving a combination of NCs, EAs, PCM members Technical support from PAO department in WSSCC National and sub-national levels Policies, monitoring and verification systems, regulatory frameworks, political/financial commitments Sanitation and hygiene as an ‘entry-point’ for unmasking inequality and discrimination MHM Disability Public places

Ongoing technical support
Contract senior expert to guide initial implementation of EQND action plan Consider full-time EQND technical advisor for the GSF secretariat to support programmes (funds permitting) Targeted country learning exchanges (funds permitting) through a ‘cadre’ of experienced CLTS/EQND facilitators Support ToT or subsequent refresher trainings Support programme reorientations Engage in peer-to-peer reviews Hands-on CLTS mentoring
