1 REACH 2018 Submit your registration dossier

2 Purpose of this presentation
This presentation, with notes, was prepared by ECHA, the European Chemicals Agency, to assist you in preparing a presentation about REACH 2018, i.e. the last registration deadline of phase-in substances. The intention is that you can select relevant slides and modify them as necessary to suit your audience, whether it is management, workers, environmental health and safety professionals, authorities etc. You may use it without additional permission. This presentation gives a brief overview of phase 6 (Submit your registration dossier) of ECHA’s REACH 2018 Roadmap. It belongs to a series of presentations relating to REACH 2018, which are on ECHA’s website. 3 Your IT tool to submit information to ECHA
ECHA’s way of communicating with you Source of information Get access here: REACH-IT is the IT tool that helps you fulfil your regulatory requirements under REACH. It is an online tool hosted by ECHA, so there is no need to install it on your own computer. Submitting information to ECHA through REACH-IT is safe and secure. Any messages or communications from ECHA concerning your submission or registration are also securely sent. Certain joint submission information is visible in REACH-IT: If you have pre-registered or inquired about a substance, the details of a lead registrant if there is one Members of a joint submission are visible to another. If your company is not already signed up, you need create an account first. Visit the REACH-IT page on ECHA’s website and go to ’Register a company’ to get started. If you have already created an ECHA account, just click ’Login’. Useful links: REACH-IT:

4 When you log in, you see the REACH-IT front page
When you log in, you see the REACH-IT front page. There are three prominent functional features, designated by blue spheres: Submit a dossier Tasks Substances. The ’Submit a dossier’ functionality displays the different options to submit a dossier. The ’Tasks’ functionality gives you a complete overview of all the tasks that require an action from your company within a given timeframe. Tasks are colour coded according to the urgency. The ’Substances’ functionality is your portal to monitor all the regulatory processes for your substances. There are also various search options. The ’quick search by number’ option is located in the top banner of every page in REACH-IT. This search option uses the EC or CAS number of a substance, a REACH-IT submission number or other reference number. The blue magnifying glass in the top right hand of the screen is for advanced search. When you click on it, you see a list of search subjects. You can furhter narrow your search results by filtering the results. Support links are available at the very bottom of any REACH-IT page.

5 Tasks and messages ECHA wants you to take an action you receive a task
e.g. you need to pay a fee ECHA wants to inform you of an event you receive a message e.g. your dossier submission completed Useful features: wizards, embedded help, searching made easy, lead registrant details, foreign user, favourites Messages and tasks serve different purposes, but both are ECHA’s way to send you information in REACH-IT. If ECHA requires you to take action on a REACH-IT activity, you will receive a task. Tasks require you to undertake action within a specified period of time, so you are advised to pay attention to the New tasks and those Close to deadline displayed on the main page. If ECHA needs to inform you of an event in REACH-IT, you will receive a message. Messages can be found on the top banner and are merely informative, meaning they do not require you to take any action. REACH-IT contains many features that make the tool user-friendly and straightforward to use: A wizard is launched when you wish to perform an action, for example, ’submit’ 'create’ or ’update’ information. Wizards guide you through the process in a step-by-step approach. You can see all the steps of the process all the time. The inbuilt help primarily includes ’page help’ and ’topic help’. By clicking on the ’info’ symbol in the top right hand corner, you will be able to see general and technical support for the specific page you are working in. Helptexts are available in 23 languages.

6 Main menu The main menu displays all the areas for searching and navigation, for example: submitting a dossier; advanced search topics; joint submission options; company management pages; tasks; messages; the terms and conditions; and the logout button.

7 Finding the lead registrant
Finding the lead registrant (if you have pre-registered or inquired) in REACH-IT: use the advanced search for joint submissions and enter your substance identity make sure you select the tickbox ’show other joint submissions’ before you begin your search. If this is not ticked, the joint submission you are looking for will not appear.

8 Manage company options
Check the company size in the ’manage company’ section from the main menu. Company size determines your registration fee. Company size is set to ’large’ by default - change it here in REACH-IT if this is not the case. To change the company size, select ’update company size’ to launch the wizard. Check the company contacts in the ’manage company’ section/‘Contacts’ page Make sure that your contact list in REACH-IT is up-to-date so that ECHA and co-registrants can reach you You can only delete a contact if they do not have any assignments or after you have transferred their assignments to another contact.

9 Joint submission responsibilities in REACH-IT
Lead registrant 1. Create the joint submission in REACH-IT 2. Give token to the members Once the lead registrant has been agreed by the co-registrants, the newly appointed lead will create the joint submission in REACH-IT. This is done by selecting ’Create new’ under ’Joint submissions’ from the main menu. The ‘Create joint submission’ wizard will then be launched. Follow the wizard and pay attention to the checklists, they are full of useful information. The wizard will take you through the five steps process. Member registrants can only submit their dossier after the lead registrant has successfully submitted their dossier. The lead registrant needs to give them the joint submission token before they can submit their own dossiers.

10 Joint submission responsibilities in REACH-IT
Member registrant Get the security token from the lead ‘Join existing’ joint submission As a member, you will need to get the joint submission security token from the lead registrant outside of REACH-IT. Once you have this information, joining the joint submission is a simple process by selecting ’Join existing’ under the ’Joint submission’ tab from the main menu. The wizard is launched and you are guided through a three-step process. Note: Check the joint submission page to determine the lead dossier status. When the lead dossier section is green, it means that the lead dossier has been submitted and you as a member are free to submit your own dossier. If the lead dossier section is red, this means you cannot submit your member dossier yet and you have to wait until the lead has submitted their dossier.

12 Are you ready? Submitting in REACH-IT
Dossiers for each submission type may be submitted through the submission wizard using the ’Submit a dossier’ functionality from the REACH-IT front page. The wizard will guide you through the necessary steps.

13 Submission wizard shortcuts
The submission wizard may be launched from other pages in REACH-IT. Members and leads of a joint submission may, for example, create a shortcut to the submission wizard through the ’Joint submission’ page. Here the orange action button ’Submit a IUCLID dossier’ launches the submission wizard.

14 What happens next? When you have submitted your dossier, REACH-IT will create a submission number for your dossier. Follow the link to have a look at the submission report page Once you have uploaded your dossier in REACH-IT, you will receive a preliminary submission number. The number appears on the screen as a link. Click the link, and you will be directed to the submission report page.

15 The submission report page
Every dossier submission made to ECHA will receive a submission report. The submission report page gives you an overview of the information related to the submission. At the central point of the page, you will find general information on the submission. A very important section is the ‘Key documents’, located at the bottom of the page. Click to expand this section. You will find here the decisions related to the submission, as well as any invoices. On the right of the page, you will find the submission processing steps, a step-wise depiction of the dossier’s journey in ECHA.

16 A dossier’s journey Once you have submitted your dossier in REACH-IT, ECHA will check that the dossier contains all the information needed, and that the information is consistent. First stop is the business rules. Business rules are administrative checks that ensure that ECHA can process the file. If any information is missing at this check, your submission will be disregarded. You can submit a new dossier at any point. When the business rules check has passed, ECHA checks the technical and financial completeness of the submission. These two checks take place at the same time. The technical completeness check verifies the dossier completeness concerning the data requirements in the REACH Regulation. The financial completeness check verifies whether you should pay a fee for your registration. If any shortcomings are observed in either technical or financial completeness check, ECHA will inform you. If you fail at technical completeness check, you will have only one chance to improve your dossier, and you will have to do it within the deadline set by ECHA. If all the checks have passed, you will receive a positive decision and a registration number for your substance.

17 Updating your dossier by request
This slide highlights some important information that you will need to know when updating your dossier following a request by ECHA: First of all, the submission number and the communication number. When you have corrected your IUCLID dataset and are ready to create a new dossier, you will need these two numbers. You will have to enter them in the dossier header, so that REACH-IT knows that you are submitting an updated dossier. Secondly, pay attention to the resubmission deadline – act well on time to avoid last minute surprises. You will not be able to submit an update if the deadline has passed.

18 Registration number When your dossier
has passed the completeness check, and you have paid your invoice When a dossier has passed all the checks, a registration number will be granted. At this point, all the submission processing steps will be complete, and the registration number link appears after the label ’reference number’. Follow the link to find an overview page.

19 Reference number page The reference number overview page presents the basic information concerning your registration. On this page, you can also edit the contact person’s details with a new contact, if for example the person responsible for this substance in your company has changed. Under ’Key documents’ you can find the decisions concerning your registration. You can also find a printable decision letter from ECHA with the registration number. At the bottom of the page is a section called ’Reference number history’. In this section, you can see the different acitivities regarding this registration, such as updates.
