2 2018 ICBDG NOFA Revisions to the ICDBG NOFA are currently underway. Once the new NOFA is released, please read it carefully, fully reviewing each section. Do not simply submit a copy of a previous submission without thoroughly reviewing its content and revising/enhancing the material according to the new guidelines. As you wait for the release of the new NOFA, take this time to ensure that your current grant funds are being spent down before requesting new funding! HUD is becoming increasing vigilant about ensuring this.

4 ANNUAL PERFORMANCE REPORTS (APRS)
Why is the APR Important? It is a Statutory and Regulatory Requirement Public Accountability and Disclosure Tool to Track IHP Progress: “Did we accomplish what we set out to do in the IHP?” Key Self-assessment and Planning Tool: “Why did, or didn’t we meet our stated goals?” Informs if Technical Assistance is Needed Informs Congress of the Efficacy of our Programs When Completing the APR Form: Add more detail on any of the programmatic reporting rather than just saying, “Yes, we did it.” Approach the narrative section as the “who, what, why, where, when, how many?” when telling your tribe’s story. The budget section answers the question: “How much will it cost?”

5 ANNUAL STATUS AND EVALUATION REPORT (ASER)
ICDBG regulations require recipients to submit an ASER to HUD within 45 days of the end of the Federal fiscal year. An ASER is due to the E/WONAP office for each open ICDBG, no later than by November 15th of each year. The narrative portion of the report must address the progress made in completing the approved ICDBG-funded activities. Additionally, the report should include specific outputs and outcomes outlined in the NOFA. The financial portion of the report must include a breakdown of funds spent on each major activity or category.
