Steps during 2010-2011… National List of ESS Small-scale pilot study
Network of model sites List of ESS for first model site (PA) List of ESS for rest of Model network First model site (PA) assessed Rest of network assessed Additional data National ESS Assessment = PA ESS + not PA ESS Towards TEEB targets in Lithuania. Lithuania: Current Status and Challenges for TEEB Approaches
Network of model sites Selected 8 model sites for national valuation of ESS represents Lithuanian territory and are based on physical, natural and social parameters: Forest/grassland coverage Wetlands/water bodies coverage Density of inhabitants Proximity to bigger cities Local customs/habits Optimal size of the model site – to ha Part of protected areas within the total area of all model sites corresponds to the proportion of PA on national scale Towards TEEB targets in Lithuania. Lithuania: Current Status and Challenges for TEEB Approaches
Why Protected Area? 1) Added value: Specific complex of ES and ESS Exceptional (rare) value of individual/complex of ESS (supporting and provisioning (very high biodiversity (genetic resources), habitats, medicines), cultural) Specific manner/intensity of ESS use Higher responsibility/opportunities for local authorities/community More precise assessment of ESS on national scale: e.g. analysis of public costs-benefits, comparison of ESS stocks/use/potential in PA/not PA 2) Relatively easy to identify: Clear borders, area, cover, habitat composition/biodiversity, costs Opportunities to monitor use of main ESS 3) Supporting features for use intensity/value: brand, infrastructure, staff Towards TEEB targets in Lithuania. Main bullets during 2012 - onwards
Searching for financial sources – 3 project proposals developed and submitted so far: Mapping and Evaluation of the State of Main Ecosystem Services on National Level – included as pre-defined project in the Programme on Biodiversity and Ecosystem Services (EEA Financial Mechanism) Strengthening of the NGO role in the ecosystem services valuation process (EEA Financial Mechanism, NGO Programme) The Priority forest habitats: private forest owners’ initiative for sustaining nature values (LIFE+ Nature) Towards TEEB targets in Lithuania. Main bullets during 2012 - onwards
Could we clearly and proudly state of “doing TEEB” in Lithuania? Probably not yet , but we would like to and need it badly! Towards TEEB targets in Lithuania. Use every opportunity to ask for a bit more official/financial attention for ESS/TEEB? Message from the Isle of Vilm (to the European Environmental Bureau for the Ten Green Tests for the Lithuania Presidency) ? Towards TEEB targets in Lithuania. The European Environmental Bureau is a federation of over 140 environmental citizens' organisations in EU. It focuses on influencing EU policymaking and implementation and assessment of its agreed policies. The EEB policy officers are in dialogue with the European Commission, Parliament and Council, and strive to improve or protect environment laws in Europe. The most important issues are highlighted in the Ten Green Tests – they will be used to evaluate the performance of the Presidency in the six months to come. Towards TEEB targets in Lithuania. Participants of the International Experts Workshop, held in May , Vilm, Germany, Acknowledging high quality ecosystem services as a crucial element for human welfare and successful sustainable development, Considering sharp deadlines, established in Target 2, Actions 5, 6a, 7b of EU Biodiversity Strategy to 2020, for actions, related to maintaining and restoring ecosystem services, Assuming, that activities, foreseen in second part of the Target 2, Actions 5 of EU BS 2020 – valuing and integrating ESS into accounting systems until – are even more challenging and resources&preparation requiring, Recognizing, that TEEB initiative becomes internationally accepted way of ecosystem services economic valuation, Towards TEEB targets in Lithuania. Emphasizing, that LIFE is only dedicated environmental EU fund and referring to LIFE for Nature and Biodiversity , joint Conservation International, BirdLife International, European Environmental Bureau and WWF European Policy Office Position paper on the reform of the EU’s financial instrument for the environment, adopted 28 February 2011, Taking into consideration, that a lot of ESS and TEEB related activities are in place all over the world and could serve as a background for EU development in this field (e.g. PES), To achieve the objectives of the EU Biodiversity Strategy to 2020, particularly Target 2, place high relevance on the following, to be considered as part of the European Environmental Bureau’s Ten Green Tests for Lithuania Presidency: Towards TEEB targets in Lithuania. Invest in ecosystem services Ensure adequate funding for ecosystems assessment and ecosystem services valuation according to the EU Biodiversity Strategy to 2020, Target 2, Action 5; Include ecosystem services approach as one of the main environmental elements for successful sustainable development, into all relevant horizontal initiatives and strategic documents; Consider ecosystem services assessment, economic valuation and restoration issues as a priority for the LIFE and EU Multiannual Financial Framework funding; Support and encourage other EU financial bilateral/multilateral mechanisms to foster initiatives for ESS valuation (e.g. TEEB), restoration and stock quality safeguarding, also promoting EU/international cooperation and experience exchange. Much higher value of PA established
Main principles of compensation – compensation value for destroyed/damaged biodiversity based on CPI and depends on, e.g.: Category of species rareness and protection level (strictly protected species - 300% of species basic compensation value (BCV)) Impact to animal habitats/breeding sites (destroyed % of species BCV) Site importance for biodiversity (damage for species/habitats/breeding grounds, made in protected area - 200% of overall compensation value) Importance of supporting/regulating/provisioning services damaged (habitats for rare species, natural framework) Landscape vulnerability (protected landscape – % of overall compensation value) Back Towards TEEB targets in Lithuania. Goal and main targets The goal of the project - increasing specialized NGOs capacities in the ESS assessment field: Increasing NGOs’ capacities to participate in the decision making processes; Establishing national ESS coalition from 5 specialized NGOs with the aim to strengthen NGOs and creating more beneficial opportunities for their development. Providing better opportunities to join ESS activities for smaller specialized and local NGOs. Helping NGOs to be prepared for participation in the ESS valuation/TEEB process.
