Contractor HSE Management – Why?
Contracted work accounts for ~83% of total exposure hours and ~88% of injuries in Shell Upstream Americas (UA); To achieve an injury free workplace Shell and Contractors must be fully aligned in HSSE values and objectives; Shell must recognize and partner with Contractors demonstrating the ability to manage HSSE consistent with Goal Zero.

Contractor HSE Management – UA Mission Connecting Build meaningful relationships with our contractors Assessing Appraisal and monitoring to verify that contractors are aligned with Shell’s HSSE-MS and expectations to achieve “Goal Zero” Improving Increase influence, expectations and performance Mission will be accomplished by turning off non-value added work

Roles & Responsibilities – Contractor HSE Specialist
Support the Contract Holder in assessing HSSE risks and Mode Assess and “Stoplight band” the contractor’s capability to manage HSSE risks for the contract work scope Red, Yellow and Green designations are used; Considerations for banding include some or all of the following, contractor’s HSE Performance, Shell experience, HSSE assessment Perform HSE-MS Evaluations of contractors as appropriate Share learning's (e.g. support senior management in HSSE Communications such as contractor forums and BPR’s) Manage contractor documentation in ISNetworld, and Communicate and work with other Shell HSSE and technical groups, i.e., Road Transport, Marine, Aviation, Lifting & Hoisting, Electrical, etc. contacts when appropriate Define different levels of HSE-MS Assessments

ISNetworld Requirement
Subscription to ISN is required for all Contractors performing High and Medium Risk work (unless exempted by Contract Owner) Contractor will maintain subscription, to include quarterly HSSE performance data, for the duration of the contract Contractors performing Low Risk work scopes do not require an HSE-MS Pre-qualification assessment or subscription to ISN. Work will be managed using Shell Safe Work Practices or by an approved Contractor HSE-MS

Exemptions Exemption to the HSE capability assessment requirements and / or ISN may be applied at the discretion of the Contract Owner (CO) for contracts with limited work scope and duration or emergencies; Attachment B form is used to pre-qualify contractors who meet the exemption criteria above. Completion of this form is an acceptable substitution for the HSE Pre-qualification and/or ISN subscription.

Contractor Selection Contractor selection should be limited to Contractors that are in ISN with a Yellow or Green ISN Dashboard grade. Preference should be given to Green Contractors; Bid situations must consider a Contractors HSSE capability using a weighting system that will award contractors points for exceptional HSSE, as well as technical, capability; Contractors performing High Risk work will receive a pre-qualification assessment to confirm ability to manage HSSE Risk and alignment with Shell’s HSE MS. A “Stoplight Band” will be given and will supersede the ISN dashboard grade

12 Life Saving Rules Short Service Employee Policy Contractor personnel with less than six (6) months in the same job type or with his/her employer shall be considered a Short Service Employee (SSE) Road Transport Standards (where applicable) Subcontracting Policy Contractor HSE Handbook
