2. Digital Transformation in Public Procurement
10
The Only Once Principle
(Public institutions should avoid to ask companies or citizens for documents or information that is already stored (and treated) by another public institution) ESPD has information on how a supplier needs to qualify eCertis has information on what evidence the supplier needs to provide ESPD eCertis National registers National database contains the actual evidence or information about the supplier.
11
The Only Once Principle The Finish Example
In Finland public buyers have access to national databases using their ESPD implementation The public buyers can check directly how suppliers can fulfill the criterion, data comes from eCertis Benefits Ministry of Finance estimates time savings that would result in 2 to 3 MEUR a year; Information available in real time; No documents asked from the supplier; No stamps or signatures needed; Information is stored alongside the tender.
12
Digital Transformation
is the use of new digital technologies to enable major business improvements (such as enhancing customer experience, streamlining operations or creating new business models). Fitzgerald, M., Kruschwitz, N., & Bonnet, D. (2013, October 07). Embracing Digital Technology, A New Strategic Imperative. Retrieved from MIT Sloan Management Review: technology/. New (emerging) technologies: AI (Artificial Intelligence) and ML (Machine Learning) Big Data and Analytics Reporting Blockchain IOT (Internet of Things) AR (Augmented Reality) and VR (Virtual Reality) Voice Personal Assistants Chatbots Robots, Drones and Self-Driving Safety Features in Vehicles 3D Printing Cloud services … 12
13
Digital Transformation
In Public Procurement Blockchain examples in contract management or suppliers registries; AI or ML examples in automated contract structure or forecasting needs; AR (Augmented Reality) and VR (Virtual Reality) examples in simulating new environments in public works; Voice Personal Assistants Chatbots examples in assisting both CAs and EOs during the procurement process. … 13
14
The biggest challenges awaiting us:
Accept that change is inevitable and happens much faster; Work together; Demystify the dangers of automation; Realize the need for new skills and competences in the professional context; To assume that the dangers that await us are in the use that people can make of the technology and not of the technology itself. 14
