2 What is PLSR? The Wisconsin Public Library System Redesign (PLSR) project is a multi-year process to consider services provided by public library systems in Wisconsin, develop new models for providing these services, and create a potential administrative, governance, and funding structure to support those new models. A Steering Committee, appointed by Dr. Tony Evers, State Superintendent of Public Instruction, and consisting of library directors and staff and system directors, is the key driver of this redesign process. 3 What is PLSR? The Public Library System Redesign (PLSR) is a community process to consider changes and new models to provide system services to public libraries.

7 Equity Ensure all Wisconsin public libraries have the capacity to provide equitable access to excellent library services regardless of the race, ethnicity, income, gender, or employment status of the people they serve, or their location within the state.

8 Recommendation Development Process
The Steering Committee along with Core Recommendation Collaborators (CRC) and Model Development Summit participants will help to develop recommendations regarding the administrative, governance, and funding structure to support service model recommendations developed by project workgroups. The work of the Steering Committee with the CRCs and summit attendees will be facilitated by Russell Consulting, Inc. This work will take place between May and August 2018.

13 Preliminary Models – W and Y
The facilitators proposed as part of their lead off for the day that we share two models for public comment between June 11 – July 20 Please note that each initial model was constructed by different individuals so the detail is not identical. The models should be reviewed based on overall concepts noting those differences.  Example-- Model W references a specific proposed budget increase recommendation/formula change while Model Y notes balancing of State funding between new system areas Comments generated will be used to help enhance the models for work on July 30 and 31 at the model development summit.   Models will be enhanced on July 30 and 31 to include additional details on the workgroup recommendations.  

14 Preliminary Framework Service Model Summary Description -- Model W
Maintains current regional library system structure based on county affiliation. Focuses on incremental change in library systems by targeting areas where outcomes can be improved to better serve local library users throughout Wisconsin.  Areas targeted for improvement are library system funding formula and library system standards of service. A robust DPI budget request for increased public library system aid that sustains and builds upon the additional capacity realized in the biennium would further help alleviate the equity issue. ADDITIONAL CONSIDERATION: Include an incremental disincentive-funding factor that addresses library systems with fewer than 15 libraries to encourage library systems serving a small number of libraries to merge with another library system. The efficiency of a library system correlates to the number of libraries it serves.

This model aligns with delivery regions which also incorporate one or more shared ILS. A statewide governing board and statewide service management team help provide and monitor service expectations. Creating a statewide service philosophy with a more formalized regional structure.
