ADOT utilizes the AMS as a way of doing business. It’s our culture. Measurements are an important part of the AMS We embrace measurements as a tool to help us improve. Measurements help us know if our mission is being accomplished.

MAP-21 Performance Measures
USDOT required to set performance measures in the following areas: Pavement condition and performance on the interstate system and on the remainder of the National Highway System (NHS) Bridge condition on the NHS Fatalities and serious injuries – both number and rate per vehicle mile traveled – on all public roads Traffic congestion On-road mobile source emissions Freight movement on the interstate system States are required to set targets in support of those measures ADOT set these targets as of May 20, 2018 (Exception is Safety Targets)

Non-Single Occupancy Vehicle Travel
Includes carpool, transit, walking, biking and telecommuting Applies to urbanized areas of more than 1 million people that are also nonattainment or maintenance for ozone, carbon monoxide or particulate matter States and applicable MPOs must coordinate on unified 2- and 4-year targets Based on data from the U.S. Census Bureau (American Community Survey)

Measure: Percent of non-SOV travel for the entire urbanized area Targets: 2-year – 22.9% 4-year – 22.6%

Annual Person-Hours of Peak Hour Excessive Delay
Applies to urbanized areas of more than 1 million people that are also in nonattainment or maintenance areas (CO, O3, PM) for the first performance period States and applicable MPOs must coordinate a unified 4-year target Threshold: Travel time at 20 mph or 60% of the posted speed limit for each reporting segment, whichever is greater Reported per capita for the urbanized area

Peak Hour Excessive Delay Target
Measure: Annual Hours of Peak Hour Excessive Delay per capita Target: 4-year – 10.9 hours

Freight Reliability Uses the annual Truck Travel Time Reliability (TTTR) Index TTTR ratio: 95th percentile travel time divided by normal travel time (50th percentile) – TTTR Index is then calculated using the TTTR ratio for each segment, segment lengths, and total Interstate length. 2- and 4-year targets required: 4-year target may be adjusted at the 2-year performance period progress report MPOs must support the state targets or establish their own targets within 180 days of State target establishment

Measure: Truck Travel Time Reliability on the Interstate Targets: 2-year – 1.21 4-year – 1.23

NHS Travel Time Reliability
Travel time reliability on the Interstate and the Non-Interstate NHS measured as a percent of person miles traveled 2- and 4-year targets for the Interstate 4-year target for the non-Interstate NHS MPOs must support the state targets or establish their own targets within 180 days of State target establishment

Measure: Percent of person-miles traveled that are reliable on the Interstate 2-year – 86.0% 4-year – 85.8% Measure: Percent of person-miles traveled that are reliable on the non-Interstate NHS 4-year – 74.9%

CMAQ Performance Measure
Total Emissions Reductions Nonattainment and Maintenance Areas for Carbon Monoxide, Ozone, and Particulate Matter (2 & 4 year targets) Method Total emissions reduction is calculated by summing the 2 & 4 year totals of emission reductions of applicable criteria pollutant and precursor, in kilograms per day, for all projects funded with CMAQ funds.

What Happens If ADOT Does Not Meet the Targets?
Safety Targets Need to meet 4 out 5 targets or show substantial progress – (funds) Pavement Targets No more than 5% of lane miles of the interstate shall be in poor condition -(funds) Bridge Targets NHS bridges total deck area cannot have more than 10% classified as structurally deficient – if this happens for 3 consecutive years - (funds) All Targets If targets are not met in year 4 (2021) then a plan needs to be put together on how the state will work towards meeting the targets. Typically Targets can be adjusted in year 2 (Safety is adjusted yearly) as part of the reporting that is done.
