3 HISTORY 1918 – the Republic of Estonia was founded
1921 – the State Central Bureau of Statistics was established 1940 – 1991 Soviet period in Estonia 1991 – restoration of the independence of Estonia 2003 – Estonia voted to join the European Union in 2004 The Republic of Estonia attained independence on 24 February 1918. On 1 March 1921 the State central Bureau of Statistics — the first independent institution of statistics was established Independence was interrupted in 1940 by the annexation of Estonia by the Sovjet Union . statistical work was carried out under the guidance of the Soviet Union. Estonian statistics part of the Soviet system In the late 80s –a transition period began in Estonia. Big changes took place in society. The movement to restore Estonia's independence,which started in the late 1980s, culminated in 1991 – on 20 August 1991 when the Estonia's independence was restored. In the early 1990s – new principles of producing official statistics started to be introduced. The keywords for statistics are – confidentiality, methodological issues, system of local administration changed. In last years one of the most essential tasks of the SOE in preparing to join the EU is the implementation of the EU legislation. In September 2003 EU accession referendum was carried out in Estonia. 4 The Phare project “EUROPEAN UNION SUPPORT TO REGIONAL DEVELOPMENT IN ESTONIA”
Start – 1997 Aim – to develop Estonian Regional Development Strategy and to organise the system of regional statistics in Estonia Performer – Netherlands Economic Institute Results – the Estonian Regional Development Strategy, the Estonian Regional Development Database, publications, workshops Assistance received – Prof. Józef Oleński from Poland and Prof. Jussi Jauhiainen from Finland The main tasks of the project were develop the Estonian Regional Development strategy and to create a functioning regional development database. 5 ADMINISTRATIVE DIVISION OF ESTONIA
According to the Administrative Division Act the administrative units in Estonia are: - county - rural municipality - city The territory of Estonia is 45, 228 km2. As of 1 January 2003, there were 15 counties, 202 rural municipalities and 39 cities in Estonia. The territory of Estonia is 45, 228 km2. The sum of the areas of counties is 43,432 km2.

7 TERRITORIAL DIVISION FOR STATISTICAL PURPOSES
Territorial division of Estonia for statistical purposes is based on the principles of Nomenclature of Territorial Units for Statistics (NUTS) Regional level 1 — Estonia Regional level 2 — Estonia Regional level 3 — groups of counties Regional level 4 — counties Regional level 5 — cities and rural municipalities

9 PRODUCTION AND DISSEMINATION
The Statistical Office of Estonia (SOE) produces regional statistics on the basis of official statistical surveys and by using administrative data sources. There is special section dealing with the content issues of regional statistics in SOE. Three yearly publications are published in regional statistics: Counties in Figures Regional Statistics of Estonia Cities and Rural Municipalities of Estonia in Figures The list of annual statistical surveys shall be approved by the Government and the questionnaires used in surveys by the Ministry of Finance. In planning official statistical surveys, the proposals and amendments of ministries, state agencies, county governments, research establishments and other institutions as well as international requirements are taken into consideration.

10 THE ESTONIAN REGIONAL DEVELOPMENT DATABASE
Main areas – economy, environment, population, social life, Population Census 2000, Agricultural Census 2001 Regional level – depends on data, mainly by NUTS 4 and 5 Data format – tables in PC-Axis, for download more formats Availability – bilingual, via Internet, free of charge Website – under the heading “Regional Development Database” Contains – official regional statistics and regional statistics obtained from administrative sources. New data are added to the public database continuously The statistical areas are divided into sub-areas. All the areas and sub-areas are presented in alphabetical order. Regional level – depends on data, mainly by counties (NUTS 4) but also by municipalities (NUTS 5) population and by regions (NUTS 3) GDP, tourism The database is bilingual – Estonian and English Search – for a table via subject area or search a word

11 REGIONAL DEVELOPMENT STRATEGY OF ESTONIA
The Regional Development Strategy of Estonia was approved by the Government of the Republic on 16 November 1999. The objective of the regional policy of Estonia is the balancing of the regional development of the state. The expected result of the implementation of the regional policy of Estonia by the end of 2003 shall be to balance the regional development to such an extent that in no county: Erinevaid dokumente on palju …..( too näiteid).. Strateegiad, kavad Eesti Riik paneb arengukavadesse sisse arvutatavaid indikaatoreid. SOE ülesanne on neid leida ja arvutada. Jägnevad näitajad on regionaalsest aspektist kõige olulisemad:

12 THE FOCAL INDICATORS OF THE REGIONAL DEVELOPMENT STRATEGY
the average living standard (measured as the average income of a household per household member) would be lower than 75% of the average of Estonia; the unemployment (measured as the unemployment rate by the methodology of the ILO) would not exceed by more than 35% of the average of Estonia; municipal tax revenues (measured as personal income tax in local budget per inhabitant) would be lower than 75% of the average of Estonia, of which Tallinn has been excluded.

13 URBAN AUDIT II IN ESTONIA
Start –2003 Cities – Tallinn the capital city and Tartu the medium-size city LUZ – are based on NUTS 4 (counties) SCD – defined in co-operation with city governments Variables – have been classified into A, B and C categories. Results are depending on spatial unit Present state – compilation of A and B-type variables is going on Future plans – to participate in the second phase of UA II Preparations started in Spring 2003, official start on 3 June 2003. SCD – Tln consist of 8 adm city districts, have been subdivided were necessary. Altogether 13 districts were established in Tln Tartu – no administr districs, on the basis of 17 city-planning districts 9 sub-city units were formed.
