Barriers and constraints
Capacity to prepare funding proposals Capacity to structure financing of investments Ability to incur international debt Private sector involvement Riskiness of the investments Barriers to financing of climate change adaptation – larger viability gap. Solution direction: regional fund for de-risking investments and to provide additional incentives.

Lessons learned Combination workshops and write-shops was very useful
Need to clearly distinguish between donor funded projects (no revenues) and projects with revenues For project with revenues – need to establish early on who owns the project and restrictions on use of financing instruments For project with revenues – need to establish ties with IFIs early on (CN stage) Flexibility
