2. Issue
We recently received a fund code table update from the Army; however, the transaction rejected at Treasury. After various discussions, I received the following response from the Army: 
I checked with Army Budget Office to verify if this appropriation has been added to the Treasury. On response, Army said that she sent a note to OUSD(C) and the money was definitely appropriated last year for and should be valid for too. This appropriation was also added in our and edit tables. 
We were able to get this reject processed at Treasury using  

3. Questions??? My questions are below:
The main account symbol 2099 is a multi-year fund. When this was input into the DAASC fund code table shouldn't they have been required to input the beginning / ending period of availability? Based on the received, how would I have ever know this was a multi-year fund:
