Joint Country Strategy (JCS) Strategic Engagement, Policy & Planning Facility, SPC

2 JCS Guiding Principles
- Responsiveness - Relevance - Effectiveness

3 JCS Guiding Principles:-
SPC activities are linked to the country’s own policy frameworks, e.g. NSDS; targeted SPC approach that takes account of the country’s specific circumstances, needs and opportunities; promote a more strategic longer-term approach to development while still retaining appropriate capacity to respond to urgent requests;

4 JCS Guiding Principles:-
harmonise and coordinate with other development partners and stakeholders, including the other CROP agencies, leading to joint strategies where mutually beneficial;

5 Therefore, the JCS is based on upon development priorities and strategies of member states

6 Benefit SPC Programmes:-
planning and monitoring tool to guide program managers project and define activity choices; focuses the programme on allocating its resources to key priorities, measuring results and adjusting activities accordingly; enables programmes and countries to better plan in an approach that also promotes transparency and accountability;

7 JCS Design Process Step 1: Development of member profile
* literature review and design of JCS matrix * roles and responsibilities of team members Step 2: Country Visit * Sector stakeholder consultations * Draft JCS matrix is developed for finalisation Step 3: Draft JCS * Internal consultations Step 4: Presentation and endorsement of JCS M&E

8 Benefits to Member states ?
- determining the areas of support from SPC to meet their own national/sectoral priorities; having in the one document what type of support SPC can provide the country; utilise the information from the JCS for their own national planning, and budgetary processes; monitor SPC performance, ie” value for money” - utilise information from the M & E for their own national reporting mechanisms

9 JCS - Update 20 countries completed JCS mission
- Vanuatu, Guam and Fiji in progress - French Polynesia, American Samoa, Samoa, Tokelau in draft form for endorsement Remaining 2 countries to be completed in 2010 PNG and New Caledonia Countries to be review (or expressed) Marshals, Nauru, Cooks, Kiribati
