LEP Headcount Purpose In accordance with SL , Section 7.15(b), the Department of Public Instruction is required to prepare a headcount of all limited English proficient (LEP) students and report it to the Joint Legislative Education Oversight Committee by December 1 of each year. State funds Federal funds

Count Calculation Criteria
LEP Status = ‘Current’ Registration date <= 10/1 Withdrawal date >10/1 or is Null Aggregate Counts are determined by student records in PowerSchool. Counts page is modified by refresh of calculations Records must exist for the student to be counted Counts cannot be added/updated by user Aggregates on: PK, K13 active and withdrawn Private Schools Status has to be Current and it has to be active for this school year, if student left in w/Current then would show up as current in due to automatic EOY rollover, but with no attendance in then student would have an inactive LEP status for 16-17, hence the WAPT Students have to have a registration date on or before Oct 1, so if you’ve got any schools who are slow in registering… If a student with an active Current EL status withdraws after Oct 1, that student still counts Counts-every time a new Current LEP record is created then the counts page will be modified Records means LEP status through the creation by WAPT entry/upload or manual LEP status creation In some cases your non-public’s aggregate will be included in the K13 field, non-publics are entered in school 293 LEP

Checking your Data Compare data: PS (sql4, LEP Roster), vendor, warehouse/Excel file, Cum folder -Students with ELP scores, no LEP status -Students with LEP status, no scores -Students with old LEP status -Students with no status & no scores Students with WAPT or ACCESS scores but no LEP status, Students with an LEP status but no WAPT or ACCESS scores, Students with prior year now inactive status or incorrect i.e. Exited, Never etc.. These are students who have some data that would allow you to investigate whether or not the student should in fact be identified (US School entry date, country of birth, scheduled in ESL)

Student Roster Reports include: Condensed LEP Roster – A condensed roster report of all students with a Current LEP Status based upon current enrollment LEP Roster – This report mirrors the previous Consolidated Federal Data Collection roster. It can include all status and only students who are active. This report should be utilized for reconciling third –party applications. MFLEPS – Lists all students who have exited LEP identification within the previous two years (Monitored Former Limited English Proficient Students). Student Testing Score Roster – This report finds the student’s most recent ACCESS test result and matches the student with the current enrollment. It is designed so that teachers/administrators/etc. can have a comprehensive overview of students’ testing performance within a school building.

Validating and Approving Counts
Here’s a screenshot of the count’s page, you’ll see the column headings starting with K-13 across and the fields beneath are the ones that will be populated, you will see the first two columns, you would only see the next 4 columns if you actually create records for these students (private and PK)

Pre-K and Private Schools
All students must be in PowerSchool Pre-K students served in a traditional reporting school (School number above 300) LEP students enrolled in other program schools (290 – 299) do not need to be cross-enrolled Pre-K cross-enroll & private enroll in LEP School (LEP, 293) Create the LEP record through manual entry If you have a PK in a 300+ school, these students will automatically be counted, those PK below 300 cross enroll in 293, but if you have a lot we’ll more than likely take an Excel file, more information to come.

Out of School Student For your non-public students, you will need to create a PS record within 293, then create their LEP record per the prior slide.

LEP PD Survey Federal mandate-the Consolidated State Performance Report (CSPR) Collection is in PS Must be completed prior to End of Year (EOY) The CSPR collects the data that is required by federal regulations which mandate the requirements for the Secretary of Education's report to Congress and the report on the Department's Government Performance and Results Act (GPRA).

EL Support Team Cadre of current or former NC professional teachers and coaches statewide supporting state led initiatives through: Comprehensive coaching Initial training Follow-up training On-site/Virtual/Hybrid The team includes, current and retired NC teachers and administrators as well as those who have moved on to universities and outside organizations. EL Support Services 3 options Details to Consider Make a request
Host RESA Details to Consider Make a request Various options are available for funding EL Support Team Training events: Option 1: LEA/Charter Request: When an LEA/Charter requests EL Support Services for themselves, DPI provides the presenter hours at no cost. The LEA/Charter is responsible for funding the training location, snacks, training materials/texts and presenter travel costs. Max. 5 days of service per school year. Option 2: LEA/Charter Host: When an LEA/Charter hosts a training including at least one other Charter/LEA, NCDPI provides the presenter hours, training materials/texts, and presenter travel at no cost. The LEA/Charter is responsible for providing the training location and snacks. Option 3: Journey Host: When a Regional Education Service Alliance (RESA) hosts an EL Support Team training, NCDPI provides the presenter hours, training materials/texts, and presenter travel at no cost. The RESA is responsible for providing the training location and snacks. Training Details to Consider: Requests should be submitted at least 2 months prior to the requested training start date. For record keeping purposes, requests for multiple services should be submitted on separate pages of the survey. For example, a request for SIOP training followed by SIOP Coaching would require completion of 2 pages of the survey. Service Request "1 of 2" would be completed for the raining days and the Service Request "2 of 2" would be completed for the coaching. Due to the nature of the SIOP Model and ExC-ELL a full 3-day institute is highly recommended for initial training. The full 3-day institute training dates may or may not be consecutive. Best options for the target audience can be explored. Training capacity is typically a minimum of 20 and a maximum of 40 per 1 presenter. The EL Support Team can offer services to an LEA/Charter for up to 5 days per school year. FREE Online Training Modules are available for both LinguaFolio and WIDA. It is recommend that the appropriate modules be completed before requesting EL Support Services for these topics. WIDA Modules: LinguaFolio: Request Services EL Coordinator completes the survey form on-line. Click here. EL Coordinator or Training Contact notify the assigned Title III/ESL Consultant of the request. Annual Team Application
Applications available early 2017 IMPORTANT: Applicants should be available for no less than 5 days of training/coaching, be available to attend the mandatory Team orientation (July or August), and plan to apply to participate as a trainer in the 2018 EL Support Conference to be held in August Trainers will be chosen based on the needs of the conference. Professional (supervisor/administrator) recommendation is required. Upon receipt of your application, an will be sent to the person indicated with a link to the reference form. The completed form is required in order for the application to be processed. Please alert the administrator to your desire to apply for EL Support Team membership before submitting the application. NCDPI will provide ongoing training to the EL Support Team Members. Team members must commit to attending NCDPI-led training, which will take place face to face and/or virtually, throughout the year. Contractual Agreement and Payment Team members will be contractors for the NCDPI and will be given a specified number of hours of contract work assigned throughout the school year. ● Trainer rate of $50/hour (Max. $400/day) will be paid for each day of training/coaching. The $50/hour rate includes preparation for the training/coaching visits. ● Administrative rate of $20/hour will be paid for administrative duties related to training and coaching assignments. Phase I: Applicants will be released in early Applicants complete the on-line application and Curriculum Vita/resume portions of the application due early 2017, to indicate your interest in participating as a member of the EL Support Team. Reference forms will be due within two weeks of the application. Phase II: Applicants will be notified whether or not they have advanced to the Phase II of the application process typically near the end of April. Phase II requires the submission of a 3-5 minute video clip. A rubric will be shared with applicants and used by consultants to score and rank submissions in order to determine team membership. Turn around time for the video is typically 2 weeks, so start planning non if you plan to apply! Membership: Team membership will be announced no later than the end of May. Document Library Related Document under PRC 104 and PRC 111 Language Instruction Educational Program (LIEP) ALL LEAs and Charters who have at least 1 identified EL student must complete the NC Language Instructional Education Chart (LIEP). Title III Subgrantees complete the chart as part of the Title III Application process in the CCIP. Non-Title III subgrantees (LEAs and Charters) with at least one identified EL based on the October 1 headcount must complete the LIEP chart and submit to NCDPI for review and approval. Read the explanation of the LIEP purposes and review the sample of a completed chart. 16 17 LIEP Guidance Fill in the template to match the EL support offered at your LEA/charter. Please fill in the complete chart, even if you do not currently have students who fit each category. 16 17 LIEP Template Submit the completed LIEP chart in Word format via November 18, 2016. Use LIEP for (LEA/Charter Name) in the subject line *Charters not submitting and receiving approval on the LIEP will receive a rating of Not Compliant on the annual Charter Performance Framework.
