1 Model UN: Parliamentary Procedure 101

2 Structure The chamber of the session is set up as the following:
The Chair(s) sit at the front of the chamber, facing the delegates.

3 First Motion Example: “Motion for a speaking time of 1 minute and 2 guaranteed questions” After attendance, the Chair will ask for any motions. The first motion should set the Speaking Time and Guaranteed Questions. -The Speaking Time is how long a delegate may speak -Guaranteed Questions are the number of questions that can be asked to a delegate after he/she spoke

4 The Speakers List After the Speaking Time and Guaranteed Questions have been established, the Chair will ask if there is a motion to open the Speakers List “Motion to open the Speakers List” The Chair will ask for countries to be added to the Speakers List. The session will listen to the Speakers on the list until it runs out of Speakers or time restraints in which the chamber enters final voting procedure

5 Motions

6 Unmoderated Caucus Example: “Motion for a 5 minute Unmoderated Caucus”
An unmoderated caucus is where debate is completely suspended for a specified amount of time. Delegates are free to talk to whoever and informally discuss with others.

7 Moderated Caucus Example: “Motion to enter a moderated caucus for 5 minutes with a 30 second speaking time” A moderated caucus is where the speakers list is suspended and the chair calls upon several delegates to talk for a specified amount of time.

8 Directives Example: “Motion to introduce Directive”
A directive is the legislation of the session. A name. Ex. “Directive 1” Sponsors: Countries who helped write the directive Signatories: Countries who support the directive Bullet point list of things you want to do Keep in mind, the more specific your directive the better To introduce a directive, there must be at least ⅕ of the body as a signatory. To pass, ⅔ of a majority is required.

9 Personal Directives If a country wants to take individual action on an issue, send a directive up to the Chair. Whether it is implemented or not is up to the discretion of the Chair

10 Voting Procedure Example: “Motion to enter voting procedure on the directive” The chamber enters voting procedure on the directive
