5 What is Pay For Success? Pay for Success (PFS) is:
an innovative contracting model that… can leverage philanthropic and other private dollars to… finance services for a target population that… measurably improve the outcomes for the individuals and communities and, where… government can act as the payor (spends taxpayer dollars wisely) Jennifer – explain OSEP’s interest and What is PFS?

6 What is Pay For Success? In a PFS financing project:
Well-defined population to receive evidence-based intervention Clearly defined and measurable outcomes for the intervention or services are determined upfront Private funders pay for the cost of the intervention or services Government pays back the private funders, with a reasonable return, only if the outcomes are achieved

7 What is Pay for Success? Government contracts to pay for agreed-on, measurable RESULTS An impartial evaluator assesses whether results are achieved Service providers expand effective programs with support from foundations or impact investors This allows government to better partner with and leverage the resources of philanthropic and other investors to help drive evidence-based innovation and invest in what works. PFS is in the early stages of development Not every area is suitable for PFS PFS is NOT a silver bullet! It is one tool in the toolbox. Donna

10 3 Levels of State Participation in PFS Opportunities
Developed for IDEA Early Childhood Staff Part C Early Intervention Part B Section 619 Preschool Special Education Purpose Build PFS knowledge and expertise Different levels of intensity of participation based on state interest in PFS Ranges from intensive participation in a learning community to receipt of periodic information updates

11 PFS Levels of State Engagement
Participate in a learning community that will work intensively to pursue PFS as a possible strategy in your state Participate in an interest group to learn more and discuss PFS with TA providers and other states to help you decide if PFS could be used in your state Receive periodic information about new developments in PFS

12 PFS Learning Community
As a result of participation in the PFS Learning Community, states will: understand the data requirements for PFS projects engage in an in-depth exploration of how the PFS funding model might be applied to their state and the role that data plays increase their capacity to pursue PFS opportunities in their state In the learning community there will be intensive work around a PFS for children at risk for or have disabilities and their families There will be an informational form to complete Expectation that state will be familiar with PFS and open to exploring a possible PFS project in your state We expect to work with 4-6 states over the next year

13 PFS Learning Community state participants will
meet for regular cross-state conference calls participate in at least one in-person cross-state meeting (supported by DaSy funds) develop an individual TA plan outlining specific state objectives including administrative and programmatic data needs participate in individual TA as desired.

14 PFS Interest Group As a result of participation in the PFS Interest Group, states will: build knowledge through webinars, technical assistance, and resources gain knowledge and information through resources on DaSy website dedicated to PFS learn about upcoming PFS presentations at national conferences and other outlets request additional information as needed This opportunity is open to those states that are in the exploration phase of PFS and want to learn more; We will provide information in various forms over the next year, providing you with information and discussion to not only improve your knowledge about PFS but give you information to decide if PFS might be a possible strategy to implement.

15 PFS Information Updates Group
As a result of participation in the PFS Information Updates Group, states will: receive periodic updates and information and via and DaSy website announcements be invited to participate in information webinars learn about upcoming PFS presentations at national conferences and other outlets
