Basis NERC Recommendation 14 and US-Canada Task Force Recommendation 24 Both called for improvements in quality of system modeling data and data exchange practices Focus of whitepaper is on MOD-010 through -015 Standards MOD-010, -011, and -014 address steady state data and model development MOD-012, , and address dynamic data and model development MOD-011, MOD-013, MOD-014 and MOD-015 were not approved by FERC Order No. 693 Tenets of Modeling & Studies If something in not modeled, how can you predict system behavior or interaction???? To predict performance, you must understand the system’s behavior. To understand the system’s behavior, you must observe and measure its actual behavior. Once you understand the system’s behavior, you must be able to model it. Once you are able to model the system’s behavior, you can predict its performance.

Key Issues with MOD-010 through -015
Lack of clear delineation of responsibilities for providing and receiving data and models Lack of specificity in: certain data and model requirements Performance requirements of models under static and dynamic conditions. Newer Reliability Standards such as TPL require a level of modeling not supported How to deal with “proprietary” models CEII and non-disclosure agreements Models for new technology are introduced in a non-uniform manner

Suggested Improvements
Reduction in the number of MOD standards For example, two standards: one for steady state and one for dynamic models Add Short Circuit data to MOD standards Add specific requirements to supply data and models Identify what data is to be provided, who is responsible to provide it and, who should receive it Define acceptability/performance requirements for both powerflow and dynamics Require standard format for data and model exchange How to deal with new technology Model Validation including new technology models provisions
