The governance for all Discipline Committees will fall under a new section of the SEIC Bylaws
Rationale:
Too much volunteer time is spent on the basics of committee governance
It is a barrier to the formation of new Discipline Committees
Committee voting and elections are not consistent and fair across all disciplines
Discipline Committees are advisory to an advisory Council
