Executive Summary FY0809 was first decrease in number of Accepted Assessments since the steady increase in assessments Wake county has experienced since FY 0405. Wake County averaged slightly over 300 family assessments and 95 investigative assessments per month for the past 36 months. During the past 3 fiscal years, 1 in 4 Accepted Assessments resulted in some involvement in CPS, and another 25% resulted in a recommendation of services. Disproportionality of African-American families involved in CPS continued to exist in FY 0809, although the past 2 fiscal years saw a slight decrease in CPS involvement. New admissions to In-Home Treatment Services increased steadily the past 5 fiscal years, with an overall increase of 34% since FY 0405. Over the past 4 fiscal years, the average family size for an In-Home Treatment case is 2.2 children per family. The overall caseload for children in foster care has steadily declined for the past 2 fiscal years. Over the past 3 fiscal years, the rate of entry into foster care is 19 additional children per month. The rate of exiting foster care over the past 3 fiscal years is 21 children per month. 40% increase for Non reports since FY 0405

CPS Assessments There has not been any change in the pattern of reports of neglect and abuse for the past 5 fiscal years. There appears to be a slight decrease in the percentage of sex abuse cases reported over the past 5 fiscal years, from 5% in FY 0405 to 3% in FY 0809. African-American families represented more than half (54%) of all new families admitted to In-Home Treatment Services since FY 0507. The percentage of Latino/Hispanic families is approximately the same as the population of Latino/Hispanic children in the general population.
