HTSG Scope Background
The substantial uptake of WLAN equipment came when b was perceived to achieve parity with 10BaseT data rates; 100BaseT is now the bar
If the PHY rate is not extended beyond the current x maximum of 54Mbps, there is no possibility of getting to 100Mbps throughput
Current MAC will not get 100Mbps throughput even for 200Mbps PHY rates

Additional Explanatory notes
Proposals submitted in satisfaction of this PAR will be evaluated against usage models including (but not limited to) residential, hot-spot and enterprise. Additionally, proposals will be evaluated at least on their improvement of and impact to range, latency, jitter and backward compatibility. A technical requirements document and a selection procedure document incorporating these minimum criteria (and perhaps others) shall be used to evaluate and select proposals.
