2. Child and Family Services Review: What is the CFSR?
Federal outcomes review process used throughout the United States
Developed in 2000 by the Administration for Children and Families, U.S. HHS’ Children’s Bureau
A revision of the ongoing requirement in the Amendment to the Social Security Act requiring HHS to review state child welfare programs. State reviews began in 2001
Evaluates how well states are achieving Safety, Permanency, and Well-Being outcomes for children

5. CFSR Round 3 Highlights
CFSR Round 2: Texas successfully completed all aspects of its Program Improvement Plan and there was no financial penalty. Lessons learned from CFSR 2 have been incorporated into CPS practices
CFSR Round 3: will be completed in using the revised federal CFSR Onsite Review Instrument (OSRI)

6. CFSR Round 3 Review
Own State Review vs Traditional 3 site review: Texas option is Own State Review
7 new quantitative data indicators: 2 new safety indicators: recurrence of maltreatment and maltreatment in foster care.
5 new permanency indicators: 3 time to permanency (12; ; 24+); re-entry to FC in 12 months; placement stability.
Texas CPS is meeting 6 of the 7 indicators per most recent data.

9. Foster and Adoptive Parent Licensing, Recruitment and Retention Performance Indicators
The State has implemented standards for foster family homes and child care institutions which are reasonably in accord with recommended national standards.
The standards are applied to all licensed or approved foster family homes or child care institutions receiving Title IV-E or IV-B funds.
The State complies with Federal requirements for criminal background clearances as related to licensing or approving foster care and adoptive placements, and has in place a case planning process that includes provisions for addressing the safety of foster care and adoptive placements for children.

10. Foster and Adoptive Parent Licensing, Recruitment and Retention Performance Indicators, cont.
The State has in place a process for ensuring the diligent recruitment of potential foster and adoptive families that reflect the ethnic and racial diversity of children in the State for whom foster and adoptive homes are needed.
The State has in place a process for the effective use of cross- jurisdictional resources to facilitate timely adoptive or permanent placements for waiting children.

How well is the staff and provider training system functioning to ensure that training is occurring statewide for current or prospective foster parents, adoptive parents, and staff of state licensed or approved facilities (that care for children receiving foster care or adoption assistance under title IV-E) that addresses the skills and knowledge base needed to carry out their duties with regard to foster and adopted children?
