Department of Health Race to the Top – Early Learning Challenge Data System
Date: December 19, 2017 Presenters: Terry Reusser Marc Kolman Kim Price Certification Phase: Implementation The DOH Family Infant Toddler (FIT) Program, provides early intervention services to children birth to age 3. FIT-KIDS (Key Information Data System) is the online data and billing system used by provider agencies statewide and tracks the early intervention services provided to children with disabilities annually. Under the Grant, each individual agency is responsible for modifying their internal systems to become interoperable and data compliant with ECIDS. ECIDS is the source of consolidated information responsible for providing a holistic interpretation of the individual agency systems which will inform at the state-level early childhood policy and outcomes 1190 S. Project Overview New Mexico’s Race to the Top - Early Learning Challenge (R2TT-ELC) grant goal is to ensure every child in New Mexico has an equal opportunity for success in school based upon equitable access to an aligned and high quality early learning system The Early Childhood Data System (ECIDS) Project is designed to expand and align data systems so that they can inform early childhood policy and outcomes and support an aligned early childhood workforce development plan. ECIDS will result in a data warehouse and reporting mechanisms in order to make policy decisions and track the efficacy of early learning programs as evidenced by the longitudinal tracking of child outcomes. PED is the lead agency and is responsible for the operations, architecture, continued hosting and maintenance of the application including security, business continuity, disaster recovery, backups and retention. The ECIDS servers are hosted in the DoIT environment. The DOH Family Infant Toddler (FIT) Program, provides early intervention services to children birth to age 3. Justification, Objectives and Impacts
Expand and align existing DOH Family Infant Toddler - Key Information Data System (FIT-KIDS) so that it can inform early childhood policy and outcomes and support an aligned early childhood workforce development plan Update or add data sets to the existing FIT-KIDS application to match integrated data sets across agencies the result being a unified early learning data system Develop and implement extract, transfer, update utility that conforms to ECIDS requirements

Completed project initiation and planning activities Completed project management kickoff, ongoing project management, enhancements design and implementation Migrated FIT-KIDS to a new vendor when Maximus contract expired and negotiations failed Planned RTT ECIDS activities and schedule with RESPEC Submitted TARC waiver request Attend ECIDS Project meetings and collaborate with PED/eScholar RESPEC is proceeding with FIT-KIDS scheduled activities and plans to implement extract, transfer load utility by year end
