Constitutional Convention
55 men gathered in May of 1787 in Philadelphia to revise the Articles of Confederation. The delegates had to create a stronger government or the United States would fail. George Washington ran the Convention and set up rules for the leaders to follow.

Convention Rules They could only hold meetings if 7 states were present. Each state got one vote All discussions were to be kept absolutely secret.

Why was the convention kept secret??
*The delegates did not want the public to know the government was changing until the new constitution was complete. *Secrecy allowed delegates to compromise and change their mind. Convention information came from James Madison
