3 Branches of Gov’t Legislative Branch - Bicameral – 2 houses More power than Articles Upper Lower # per state - # per - same based on pop. / $ as upper Appointed by house pop. election Based on a list from state New Jersey Plan 3 Branches of Gov’t Legislative Branch Unicameral – one house Each state gets one vote Added power to tax and regulate interstate trade

Executive Branch – chosen by the Congress Has veto power; execute national laws; Judicial Branch - One or more high courts can be established by Congress Together with executive branch forms a council of revision NJ Plan Executive Branch – Plural executive (not 1 person) Chosen by Congress Removed by majority of state governors Judicial – One supreme tribunal (court) appointed by the executive branch

Decision to have a Bicameral Legislature with one house (upper house) based on the principle of equal representation and the other house (lower house) based on population || \/ (Question: Representation based on population?) – not in notes 3/5ths Compromise 3/5ths of the slaves would be counted for both taxation purposes and representation in congress
