Replaced VCSEL (leads broke)
Checked every solder lead and VCSEL orientation
Tried different grounds
Used probe to troubleshoot:

One signal was really strong, the other signal was really weak
Strong signal was at small DC value, but had large peak-to-peak value
Conclusion: VCSEL must not be biased

On further inspection, potentiometers wrongly swapped!

For the first time in optical testing: no Rx loss signal
