2 Quality Review Measures (QRM)
Original QRM effective July 1, 2000 Aligned with the 2020 Vision for Career and Technology Education in South Carolina Updated with 2005 Education and Economic Development Act (EEDA) provisions Revisions effective July 1, 2005 ALIGNED with vision of state CTE leaders

3 “to create the future of CTE for the next twenty years”
The challenge was “to create the future of CTE for the next twenty years”

4 How? State superintendent Tanenbaum selected 40 leaders and educators to share their visions and dreams, keeping in mind accountability, assessment, teaching, etc.

5 Accountability: to Meet specific measures of performance at all levels
Goal 1: Develop accountability to meet specific measures of performance at all levels Strategies Determine your Stakeholders? What are their responsibilities? Develop and implement a marketing plan to involve the stakeholders.

6 Goal 2: Provide PD to ensure implementation of accountability
Identify PD needs Develop strategies and activities Ensure it happens…

7 Goal 3: benchmarks/standards for measuring achievement
Tie instruction to state/national standards How will you measure achievement? Evaluate and adjust accordingly

8 QRM Requirements Annual self evaluation of CTE programs required to receive state and federal funds (required) Signing Local Plan for Career and Technical Education commits a district to an annual program review Annual evaluation can assist teacher and administrator to analyze program effectiveness and/or take corrective actions

9 Business Relationships
Develop a network of business relationships that promotes awareness and marketable skills

Share facilities and resources Blend classroom experiences with expectations Business contacts an extension of the classroom

11 New QRM Requirements Greater emphasis of annual QRM evaluation by Office of Career and Technology Education Districts should conduct reviews between September and November Letters sent to 20% of the school districts annually verifying QRM evaluation Failure to conduct review may result in penalty to district QRM verification began

Read QRM statement Turn to same measure in evidence section Review methods to satisfy measure Determine completion status through documentation and records File documentation by measure number Make a plan for completion

18 District’s First Steps
Invite education associate to District’s In-service Day Present information on QRM to our board members at a regularly scheduled board meeting

19 One district’s QRM Outcomes
Course titles changed Added some new courses Advisory councils active in all clusters Instructor certifications needed in some areas Career and Technical Education Student Organizations (CTSO) in place for all clusters

20 Most Important QRM Outcomes
Expectations in BCSD Increase interest in CTSO’s QRM visit will receive high marks on HSTW Technical Assistance Visit Report Integration between CTE and academic courses QRM will be a constant topic Self analysis Better understanding of the Local Plan
