An Overview

2 Historical Background
A collaborative effort The GenCap, under the auspices of the IASC, established in 2007 in partnership with NRC and OCHA to strengthen the capacity of partners to undertake gender equality programming. First gender marker tested in 2009, then mandatory in 2011. Updated for revision to enhance the quality of gender programming Revision has been a collaboration among IASC, INGOs, NGOs, cluster coordinators Updated the gender equality programming framework including the Gender Equality Measures (GEMs) The new GAM developed in 2018

3 GAM scoring Assessing all the phases of the project – Design, implementation and monitoring 12 essential programming elements known as GEMs. Works by automatic coding using the GAM tool Codes projects on a 0 to 4 scale, 4 being a maximum score M or T is tagged behind the GAM code for “Mainstreaming” or “Targeted Action” e.g 4T or 4M The total GAM code is dependent on the individual GEM codes If 3 or 4 key GEMs have the same code, the GAM automatically codes to that. If 2 or more code to 0, the GAM codes to 0.

7 By the way GTT Bulletin – Twice a year. Inputs were just submitted for one of these last week from PLAN International and INTERSOS The bulletin is to delineate accomplishments and gaps with regards to gender mainstreaming or targeting in humanitarian action. Submissions are taken from all sectors in the form of short stories, including ‘nutrition’.
