Facilitate the expansion of HIV testing in clinical settings Coordinate efforts with regional and national HIV testing activities Modes of Delivery Training Technical Assistance

3 Qualitative Methodology – Why?
Change process is dynamic, multifaceted, and difficult to quantify Little was known about how goals would be achieved or changes would occur Settings and stakeholders were quite diverse Flexible and driven by participant voices Conducive to examining the complexity of activities in the project Easily accommodates emerging themes

4 METHODOLOGY Sample 12 key stakeholders
Coordinators / administrators from each implementation site (6) Partners and collaborators (4) MATEC staff in key roles (2) Representing Illinois, Indiana, Missouri, Michigan & Minnesota

5 METHODOLOGY Data Collection Semi-structured interview instrument
Tailored interview protocols for each group, tailored to their role in the process Interviews conducted by Evaluation Director Initial (late 2008-early 2009) (n=12) Follow-up (late 2009) (n=11)

6 FINDINGS Themes Testing Expansion:
Implementation occurs along a continuum Significant barriers and challenges exist Even when ‘routine offering’ is achieved, ‘routine testing’ seems unattainable Easier to create from scratch than revise a risk-based testing program
