Response WDI 2018T-3 - With this being the combination of 2 very large TOs, did you actually have 3 credible small business RFI responses that covered the entire scope? Are there plans for an Industry Day? Yes. The results of the market research justify the consolidation of those task orders, and support the consolidation being competed as a small business set-aside. The Industry Day will be held on July 17 and is open to small business EXPRESS BPA holders in the R&D Technical Domain.

Response The VG as well as the list recently ed out of upcoming opportunities/recompete does not provide adequate information for anyone other than an incumbent to know WHAT the opportunity is since it has neither a title, RFQ #, nor an associated customer identified. The TO number is not meaningful for anyone other than the winning / supporting team. Also interested in the case of Direct Awards, who the incumbent BPA holder is. The public website has been updated to include a document entitled “EXPRESS Active Task Orders June 2018” which provides a list of active task order with most of the requested information. The ESS team will work to include Prime BPA holder on the list for any Direct Awards.

Question Response Please provide further clarification on comments made at the president's meeting with respect to utilization of only prime past performance. Currently, past performance for the task order is given to who the task order is awarded to. If it is the prime BPA holder, they will get the CPARS past performance. If it is a Direct Awardee, they will get the CPARS past performance. CPARS has a system limitation that only allows the awarded company to receive past performance ratings.

Question Response Any further information that can be provided wrt S3I contract strategy in light of comments that they were re-evaluating after the re-org and the note that 2017T-8 is "on hold - per customer" A notice was recently posted to eBuy that this was cancelled by the Requiring Activity. The requiring agency is going through a reorganization and reevaluating their workload.

Question Response In the case of direct awards that are announced, please provide the BPA holder. For example, 2017T-4 was awarded to "Integration Innovation, Inc." but they are not a BPA holder. Who provided the direct award? Similarly for 2017T-5 and 2017T-15. The ESS team will work to include Prime BPA holder on the list for any Direct Awards on the list provided on the EXPRESS Public Website. The Prime BPA holders for the examples listed are: 2017T-4: CAS, Inc. 2017T-5: DCS Corporation 2017T-15: Torch Technologies

Question Response The procurement history provided in the Briefing Slides provides the BPA number and task order number. Will the government consider putting the historical TORFQ number and name of awardee on the slide in addition to this information? Question Response The TORFQs have different base and option year lengths and are often not awarded in the same year as their number would indicate. Will the government consider putting the current Period of Performance in the procurement history section of the quad charts? The public website has been updated to include a document entitled “EXPRESS Active Task Orders June 2018” which provides a list of active task orders and includes the current expiration dates for each of the TOs. Industry can utilize the Procurement History information on the quad chart to find the information on the active TO list.

Question Response The ICE Charts mention 2016L-1, 2017L-1, and 2017 L-2 as recently awarded; however the historical data does not contain information on 2016L-1 and 2017L-2. Will the government please place this information in the historical data section of the web site? We are currently working to update the website with as much historical information as possible. Newly awarded PWS/TORFQs are not immediately available to the team posting the historical information. Sometimes protests or other activities delay submission as they may not yet be considered historical. Please check the website periodically for updates. Note: 2017L-1 has been posted.

Question Response What is the methodology for determining the release of AMCOM EXPRESS TORFQs in the Logistics Domain? It appears that with the awarding of the new “SBs” in that domain that there will be very few if any, “F&O” TORFQs released. With 10 Log BPA holders, the math alone shows that it will likely be a 6/4 decision for a SBSA on every RFI released. The methodology for set-asides in EXPRESS is the same as it has been since fruition – if the requirement can be set aside for small business, it will be set aside. Some work might not be conducive for competition among only small businesses and the determination will be made utilizing a combination of the RFI responses (intention and capability of BPA holders to perform the work).

Question Response What is the Government’s intent of providing an “approximate anticipated Labor Mix” that does not consist of AMCOM EXPRESS BPA Labor Categories, and as such, provides no Labor Category descriptions, qualifications, and years of experience that can be used as a point of reference? If the Offeror is supposed to be proposing to the “approximate anticipated Labor Mix,” then AMCOM EXPRESS Labor Categories are required. 2018T-2 is being amended to include on EXPRESS labor categories.

Question Response Is the Government’s intent in the future to simply provide the Total Labor Hours as well as the distribution of those hours over the period of performance and allow Offerors to “use their business expertise and judgment to submit a quotation that best includes the labor mix necessary (in accordance with the total number of hours provided above in 8.c) to carry out its technical and management approach to satisfy the requirement.” Offerors must propose the total number of hours specified by the government (if required by the TORFQ) but can propose an alternative labor mix IF they can provide sufficient technical justification for doing so in their BOE. The anticipated labor mix provided by the government in the TORFQ typically reflects the historical labor mix adjusted for known future requirements. The government performs a price realism analysis to prevent any Offeror from proposing an unrealistically low price.

Question Response TORFQ 2013T-2, PEO Aviation and Fort Rucker Technical Support for Apache, Cargo, was awarded on or about 2 July, Will this Task Order be recompeted under AMCOM EXPRESS Technical Domain, and if so, when we can expect to see a TORFQ? The acquisition strategy has not been finalized. The effort was extended through February 2019.
