Communications Act 2012 A core objective of the Act is: “extending access to communications services to all persons in Kiribati, to the greatest extent reasonable in the circumstances” This task is given to the Communications Commission Kiribati (CCK), an independent statutory body. 11/21/2018 UA Plan Stakeholder Workshop

CCK’s Universal Access Responsibility
The Act 2012 requires the Commission to establish: a Universal Access Fund to provide funding needed to increase access to communications services 2 year Universal Access (UA) Plans that provide a strategy for improving access to communications services in Kiribati Universal Access projects to develop the programs identified in the UA Plans Rules prescribing the operation of a UA fund and the provision of services that should be included in the Plan and its project plans 11/21/2018 UA Plan Stakeholder Workshop

CCK’s UA Rules: provision of services
UA Plans shall promote the availability of: The communications services under Section 67 (4) of the Act, including telephone services, data services, maritime safety services, disaster management services ICT programs that increase access to PCs and other digital devices, localized content and services, including eGovernment services and other social services Community ICT centers, Internet kiosks, and other community access points. 11/21/2018 UA Plan Stakeholder Workshop

CCK’s UA Rules: operating the fund
Competitive Tender Designated Service Provider Service providers selected on the basis of: A technically qualified proposal the least amount of subsidy requested CCK designates a service provider to provide the services where: No tenders are received for a project It rejects the tenders received Any contracts issued under the Fund should “not diminish the incentives of licensees to maximize the availability of communications services.” 11/21/2018 UA Plan Stakeholder Workshop

CCK’s 1st UA Plan: Contents
All Gilbert Outer Islands are included in the Plan: +$5 million AUD In accordance with the Act, the Commission has developed its first UA Plan that: Identifies specific geographical areas to be covered The communications services to be provided Focuses on the communications needs of the Outer Islands as a priority Sets timeframes for delivering the services within a 2 year period 11/21/2018 UA Plan Stakeholder Workshop

Any monies appropriated by Parliament for the purposes
Funding the Plan The Act allows the CCK to source funds through a variety of means. CCK is looking to donors and government to help fund this initial Plan due to the significant amount of funds required. Levies collected from subscribers Grants, donations, or loans from any international organization or donor Any monies that the Commission receives in excess of its approved budget for a given year Any monies received as interest on loan repayments Any monies appropriated by Parliament for the purposes 11/21/2018 UA Plan Stakeholder Workshop

Next Steps Incorporate stakeholder feedback, including final recommendations from the UAAC, and finalize the draft Universal Access Plan for CCK Commissioner Approval Deadline for any written comments is Wednesday the 25th of May Secure needed funding from donors and government needed to implement the Plan’s programs Select qualified service providers through a competitive bidding process Implementation of UA project plans beginning Q4 2015 11/21/2018 UA Plan Stakeholder Workshop
