ACTIVITIES CARRIED OUT BY THE MINISTRY OF ENVIRONMENT AND TOURISM WITH REGARD TO GENDER MAINSTREAMING IN 2017 AND ACTIONS TO BE TAKEN

Within the scope of Articles 10. 1. 1 and 10
Within the scope of Articles and 10.3 of the Law on Promotion of Gender Equality: As of 2017, the Ministry is operating with 9 departments and 7 divisions with total 142 staff and officers. There are total 6 women and 10 men holding managerial posts including 4 heads of the department and 2 heads of division. Among staff and officers totaling 142, 75 are men and 67 are women.

On 31 August 2017, Julia Carter, Canadian gender and HR adviser, conducted the course on “Gender Mainstreaming in the Workplace" for managerial level officers of the Ministry and members of the Gender Sub-Council in the meeting of the MET. During the course, discussed about the following issues within the scope of the National Program on Promotion of Gender Equality: Develop action plan (draft plan); Seek feasible funding alternatives from projects implemented at the MET for implementation of the action plan; Run gender courses for local and corresponding institutions; Collaborate in accessibility and dissemination of information.

R. Sergelen who serves as the Sub Council clerk in charge of gender issues and staff of the Public Administrative Management Department, completed the course on "I know gender" with 3 modules and 7 days course on "Improvement of Sectoral Gender Policies" facilitated by the UN Women Training Center in Bangkok, Thailand, respectively. In Q1 2017, Public Service Sub Council was set up at the Ministry and successfully and openly selected its managerial level core public officers as head of departments. Furthermore, the Public Service Sub Council set up ethics committee consists of 5 personnel among staff of the Ministry under law and the committee’s operation is well-advised.

Within the scope of Article 19
Within the scope of Article 19.2 of the Law on Promotion of Gender Equality: The MET was the first to develop a national gender strategy in the environmental sector in 2013 among government agencies and set up the gender sub-council and appointed gender adviser. In connection with the completion of 1st phase of the gender strategy in the environmental sector in 2017, evaluated the gender strategy in the environmental sector within the scope of the project implemented by the German Organization for Technical Operation and concluded that the sectorial strategy should be updated based on the result of evaluation. Accordingly, incorporated in 2018 action plan of the working group of the gender sub-council.

Within the scope of Article 11
Within the scope of Article 11.2 of the Law on Promotion of Gender Equality: Amend internal rules (or employee handbook) of the MET – incorporate policies for promotion of gender equality, workplace free of sexual harassment, and zero tolerance of such harassment and seek consultation; Revise gender strategy of the environmental sector and recruit consultant; Run gender course for staff of the Ministry - Q&A, funny games, short film on gender equality; Show short film on basic perception of the gender and provide information at morning urgent meetings of Board of Directors of the Ministry (serving tea); Establish community council consists of representations of officers of the Ministry and organize outreach and gender-sensitive community events; Run gender course for corresponding institutions twice a year (Fresh Water Resources and Nature Conservation Center, Climate Department and Information and Research Institute Of Meteorology, Hydrology and Environment); Motivate activities of the sectorial gender council and develop plans. Walking feeling power and equality
Met with Barbara Show, gender adviser, between 1-5 November 2017, sought advice on how to do gender audit and reviewed relevant materials Set up Gender Team consists of total 5 members at the Institute and held first team meeting on 15 January 2018 At the initiatives of Gender Team members, decided to set up open meeting club "Geo-eco" Participated in the course on "Changes and Leadership of Public Service Management" facilitated by MERIT Project between January 2018 and did the exercise on perception of gender. Action Plan On February 20, 2018, members of the Gender Team will held a meeting aims to discuss about how to do gender audit. At this meeting: Discuss about result of the assessment sheet returning Make clear actions taken towards gender audit, timing and everyone’s role in audit Meet with management, present plan, prepare for audit and set date, February 2018 After reviewing the gender materials, run gender course for all staff of the Institute in March 2018 by team members of the Institute jointly with institutes engaged in gender related activities in Mongolia if possible

Demographic data As of end of 2016, 77.8 thousand people living in 23.3 thousand households in Dornod aimag. Among them, 44.3 thousand reside in the aimag center. 63.2% of the total population is working age people and 34.2% of the total population is children under 18 and 31% are young people age In other words, 64.4% of the total population is children and young people.

At aimag level, sex ratio is balanced since 2006 and it is various for its soums. Since 66% of total population is young people age 15-59, the aimag is considered as having young age structure.

Collaboration with MERIT

Expected outcome within the support of MERIT Project
To prepare Gender Focal Points within aimag Governor’s Office with the support of MERIT Project, participated in the course on "Gender Mainstreaming" facilitated by the UN Women Training Center between October 2017 in Bangkok, Thailand. Participating in the course, understanding of how to mainstream gender through policies: optimal planning and technical guidance of gender equality (Moser and Harvard frameworks) gender analysis gender audit gender-responsive budgeting perceptions of gender-based violence

Expected outcome within the support of MERIT Project
By applying the above mentioned practices: positive changes in results as planning, implementation and reporting of gender-responsive policies of decision-makers, policy makers and staff who will ensure and implement the policies, improved control and evaluate work-balance and time management effectiveness of men and women at workplaces create environment free of gender-based violence ensure reliability of monitoring and evaluation define action visions optimally (focus on providing voice, choice and safety) influence public attitude and perceptions of gender equality and ensure balance in information

Actions to be taken Established a working group aims to develop aimag subprogram on promotion of gender equality within the scope of National Program on Promotion of Gender Equality according to ordinance of the Governor and research studies are ongoing; Do gender analysis and audit institution’s policies and activities; Advance incorporation of the gender issues in policies; Develop gender technical manual (training materials and translations); Capacity building of local training teachers and provide technical guidance.
