INSPIRE Implementation Austria
National Water Sector – State of play
3
Data producer & data provider
Public authorities at regional or national level Agreement between federal government (BMLFUW) and regional public authorities (Länder) For data produced at regional level and provided to national bodies to fulfill national water management issues (e.g. RBMP), federal bodies assume the INSPIRE obligation This includes Monitoring sites (surface water, groundwater, bathing water) Water bodies (groundwater, surface water) Drinking water protected sites River Network Urban wastewater treatment plants

eReporting & INSPIRE First attempt to link INSPIRE to reporting in the water sector: WFD reporting 2016 Relevant data specifications: AM, EF, HY Definition of INSPIRE attributes according to reporting needs Link of „business“ data to spatial data: AM concept - thematic ID Mixing of concepts of different INSPIRE data specifications >> problematic e.g. concept of INSPIRE „statistical unit“ evolutionType and predecessor/succesor included into the AM schema Use of GML INSPIRE data model „flatened“ WFD 2016 spatial data schemas not fit for INSPIRE now
9
eReporting & INSPIRE EU wide coordination concept needed
Definition of INSPIRE attributes according to reporting needs How to link spatial data to „business“ data Use of the INSPIRE thematicId concept Concept need to be included in other INSPIRE data specifications Extensions of INSPIRE data models to be fit for eReporting Only if necessary and agreed also with INSPIRE community; e.g. „Link- ID“ - thematicId, codelists Consieration of: what needs to be reported with spatial data – what can be reported with XML
