1 10 Years of Technology Standards: Are Our Teachers Prepared?
Pamela Redmond, Ed.D University of San Francisco, USA Nada Mach, Ph.D. California State University, Dominguez Hills, USA

2 Abstract In 1998, the State of California passed new technology standards for teachers and every credential-issuing institution was required to develop methodology and assessments to ensure that candidates exiting their program meet those standards. This best practices session will present methodology for assessing teacher readiness to use technology including: Attitude toward technology, experience with computers and related technologies, ability to meet teacher preparation standards, and professional standards for teaching. 3 Historical Background
Local - California Mazzoni Bill (1997) - mandated development of computer-based standard for K-12 teachers Computer Education Advisory Panel (CEAP) - formed to research & make recommendations to CA state legislature CTC accepts CEAP recommendations: Standard 20.5 (1998) Elearn - October 19, 2007 © 2007 All Rights Reserved

4 Standards Move from Specific to General
SB 2042 passed 1998 to create new standards for all credential programs New Panel supposed to integrate CEAP standard as is but… Panel concerns 20.5 didn’t match 2042 format for standards CEAP standard specific in format vs general guidelines Wanted to create standards that would withstand the test of time Resulting in a shorter revision cycle Elearn - October 19, 2007 © 2007 All Rights Reserved

5 New Standards 2042 Panel rewrote CEAP standard Adopted September, 2001
Broke it into 2 standards Pre-Service - beginning to plan to use technology with students Induction - infusing technology into curriculum More general language Adopted September, 2001 Elearn - October 19, 2007 © 2007 All Rights Reserved

10 Survey Construction 50 questions: Demographic information
Level of comfort with technology: low - high Level of expertise using in classroom Evolution of Thought and Practice CBAM attitude toward technology Personal use of technology Professional use of technology - California standards for pre-service teachers Elearn - October 19, 2007 © 2007 All Rights Reserved Demographics CBAM Personal Professional

12 Factor Analysis CBAM Attitude Data - 15 questions 2 factors were found
Independent variable: Attitude/Personal comfort with Technology Dependent variable: Professional use Elearn - October 19, 2007 © 2007 All Rights Reserved

13 Factor Analysis Factor 1 - Attitude Questions I like using technology
I feel confident in my ability to use technology Working with technology makes me feel nervous (reversed) I will use technology in many ways as a teacher Technology makes me feel stupid (reversed) I think using technology will be difficult for me (reversed) I feel uncomfortable using most technology (reversed) Elearn - October 19, 2007 © 2007 All Rights Reserved

14 Factor Analysis Factor 2 - Professional Use
Learning technology is worthwhile for teachers I will use my knowledge of technology in many was as a teacher It is important to know about technology to get a teaching position Using technology will facilitate the learning of students I know if I work hard to learn about technology, I will do well Knowing about technology will make me a better teacher Technology really won’t make my teaching any better (reversed) Elearn - October 19, 2007 © 2007 All Rights Reserved

15 Multiple Regression Factor 1 - Attitude toward technology
Regressed against Comfort: r2 =.49 Regressed against Expertise: r2 =.87 Regressed against Years of Use: r2 =.53 Factor 2 - Professional use of technology Regressed against Comfort: r2 =.27 Regressed against Expertise: r2 =.34 Regressed against Years of Use: r2 =.64 Factor 2 - Comfort and expertise has little to do with what they think they should be doing with technology in the classroom Elearn - October 19, 2007 © 2007 All Rights Reserved

16 Personal Use of Technology
Skills-based Questions Scale 1-5 (1 no knowledge - 5 Expert) Average response Mean 2.64 Median 2.67 Mode S.D Regressed against Age: r2 =.55 Regressed against Years of Use: r2 =.82 Elearn - October 19, 2007 © 2007 All Rights Reserved

17 Pre-Service Tech Standards
14 questions with scale 1-4 none, novice, proficient, expert 3 is passing Average response Mean Median 1.71 Mode 1.57 S.D Regressed against Age: r2 =.97 Regressed against Years of Use: r2 =.83 Elearn - October 19, 2007 © 2007 All Rights Reserved
