Important basic information A.Simulation Day: Saturday, April 26, 9 am to 12:00 noon, here in MH 201 B.Procedures Rules of procedure are more informal, but we follow the UN Security Council rules for debate (a constant moderated caucus) Your goal is to draft a Resolution or Presidential Statement or press statement/communique that can be passed Voting Procedures in the Real Security Council Procedural votes vs. substantive (resolutions) Resolutions: see blue handouts and SCHMUN website C. 7 The Budapest Memorandum Dec. 5, 1994 1. The United States of America, the Russian Federation, and the United Kingdom of Great Britain and Northern Ireland, reaffirm their commitment to Ukraine, in accordance with the principles of the CSCE Final Act, to respect the Independence and Sovereignty and the existing borders of Ukraine. 2. The United States of America, the Russian Federation, and the United Kingdom of Great Britain and Northern Ireland, reaffirm their obligation to refrain from the threat or use of force against the territorial integrity or political independence of Ukraine, and that none of their weapons will ever be used against Ukraine except in self-defense or otherwise in accordance with the Charter of the United Nations.
