4 Manpower Resource Voucher
MRV – New MRV is sent out each fiscal year and depicts number of resources that are allocated to each wing by program element code (PEC) This is the authoritative document when it comes to how many AGR and Civilian resources you get Largest number of resources are in the weapons system PEC Includes maintenance, ops, wing staff, FSS with a few exceptions Wing has ability to move resource or change their flavor within PECs as long as overall number does not change MO-ANG

6 Manpower Programing Manpower Programing and Execution System (MPES) Source document that shows how many requirements there are by PAS, FAC, PEC and positon number Not all requirements are funded. Wing has the ability to put is resources against any requirement MO-ANG

8 Manpower Change Request (MCR)
Used to change funding and or RICs Change funding – fund or unfund, requirements must balance – no growth Move AGR and Tech funding i.e. RIC changes Who is involved? Unit (HR remote) Human Resources HQ MOANG NGB-A1M MO-ANG

9 Resourcing Trends Temp techs can be put against any funded or unfunded requirement (excess $$ due to under execution or lapse rate) Bulk/Specific temp techs (brings units to 87% funding) Permanent Overhire Authority (based upon national under execution) MO-ANG

10 Temp Tech Uses Notes Temp techs hired without competition (not bid) can only be on board for a maximum of 1 year Temp techs hired off job announcement can remain on board for maximum of 4 years Temp techs do not need to be in a compatible military assignment All temp techs are subject to availability of wing funding MO-ANG

11 Defense Civilian Personnel Data System (DCPDS)
All full-time employees are in this system (AGR and Civ) May be changing Tech/Civilians rely on this system for all HR aspects of their full-time job Positions contained within this system are built upon MPES position numbers Positions built by classification section with a valid and organizationally appropriate position description MO-ANG
