The purpose of the HTS is to move people and cargo from one place to another in a safe, efficient, and economical manner.
The 3 parts of The HTS:

3. PEOPLE
People use the HTS by walking, driving, or riding are called roadway users

5. ROADWAYS From small dirt roads to Complex multi lane expressways,
ROADWAYS are the path that vehicles use to get from one place to another.

7. Regulating The HTS
Drivers who operate their vehicles in a responsible, low-risk manner are the most important part in the HTS. To make sure this happens, all states grant individuals the privilege of driving on their roads by issuing them a driver's license. By passing a licensing exam you agree to obey traffic laws in exchange for the privilege of a license.
A DRIVER LICENSE IS A PRIVILEGE, NOT A RIGHT!!!!!!!!!

What word best describes the difference between a privilege and a right?
Can you think of a few examples in our school that show the difference between a RIGHT and a PRIVILEGE?
Come up with a few examples and list them below. After a minute or so we will share answers with 2-3 others in class.

9. National Highway Safety Act
•Laws are passed to makeup the safety code
•Vehicle agencies assure that laws are obeyed
•Motor vehicle departments set rules to assure that driver and vehicle standards are met

10. National Highway Safety Act
•Judges decide whether drivers charged with violating the laws are guilty or innocent. Highway traffic engineers plan, build, and maintain the system of roadways.

13. To perform the driving task with low-risk results, you must develop habits for:
Using knowledge and visual skills
Obey all traffic laws
Judge time and space
Anticipate how your car will respond under normal and emergency conditions

14. SOCIAL SKILLS
Driving requires you to interact successfully with people. Without courtesy and cooperation, low-risk driving is impossible. A big part of driving is applying your social skills to these types of situations so that everyone avoids conflict.

Work with a partner to come up with a few positive social driving skills and a few negative driving skills.

20. PHYSICAL SKILLS
Physical skills of driving are not natural, they must be learned. Beginners usually have to concentrate hard on physical skills before they can focus their attention on the social and mental aspects of driving.

21. MENTAL SKILLS Decision Making Skills: The IPDE Process is a process of seeing, thinking and responding
PROCESS
IDENTIFY important information in the ongoing driving scene.
PREDICT when and where possible points of conflict will develop.
DECIDE when, where, and how to communicate, adjust speed, and/or change position to avoid conflict.
EXECUTE the right actions to prevent conflict
EXAMPLES
IDENTIFY an oncoming car, turn signal, and driveway approaching.
PREDICT that your path of travel and the oncoming vehicle's path of travel will conflict.
DECIDE to slow down or stop
EXECUTE speed reduction decision by taking foot off accelerator and gently braking.

26. Defensive driving is the ability used to lower the risk of conflict by protecting you and others from dangerous driving situations.

27. Your Driving Responsibilities
A collision occurs when a vehicle conflicts with and hits another object.
A collision in a more accurate term than accident because accidents happen by chance.
