3 The Declaration The National Assembly passes “The Declaration of the Rights of Man and of the Citizen” August, 1789 One of the most important government documents in the history of the world What do you think it might have been inspired by? Predict: What will be some of the rights it discusses?

5 Phases of the French Revolution
Moderate Phase: May 1789 to September 1791 Radical Phase: April 1792-July 1795 The Terror: Reactionary Phase:

6 Moderate Phase: The National Assembly
Passes the Declaration of the Rights of Man Motto: “Liberty, Equality, Fraternity” Mission: Financial – seize church property & sell land Religious – abolish church titles, religious freedom to all Legislative – create a new constitution (1791)

7 Moderate Phase: A New Government
National Assembly finally completes a new constitution Louis reluctantly approves it A new legislative body is created: the Legislative Assembly LA has the ability to create & pass laws as well as to declare war Officials are elected Collect taxes Abolish slavery in France, not colonies Louis still gets to enforce the laws France is now a Constitutional Monarchy

8 Moderate Phase: Louis Tries to Escape, June 20, 1791
National Assembly has taken the king’s power Rumors that the royal family’s lives could be in danger Brother convinces Louis to flee. Royals try to escape to Austrian Netherlands Caught near the border and returned to Paris

9 Moderate Phase: The rest of Europe gets nervous…
Other monarchs in Europe were concerned about situation in France Prussians and Austrians openly supported the restoration of Louis to the crown (family connections)

10 Radical Phase: Legislative Assembly Takes Action
France’s Legislative Assembly declares war with Prussia & Austria in 1792

11 Radical Phase: Prussia
Prussian army advances toward Paris Prussians threaten to destroy Paris if king is not returned to the throne Tactic backfires – August, 1792: a mob invades the Tuileries Palace, imprisons Louis, Marie and children

12 Radical Phase: September Massacres
French troops focus on fighting off Prussians Paris is left in the hands of its citizens There are ~1,000 supporters of the king imprisoned in Paris Rumors circulate that these supporters are going to break out & take control September 1792, citizens raid the prisons and slaughter prisoners Royalists, priests & nobles

13 Radical Phase: Another new government – National Convention
Radicals took over Legislative Assembly Dissolved the LA Abolished monarchy – became a Republic Called for a new government All men get right to vote

14 Radical Phase: Death of Louis XVI
Tried as a citizen Sentenced to death Beheaded on January 21, 1793

15 Radical Phase: The Terror Robespierre comes to power
The National Convention established an executive branch -the Committee for Public Safety Robespierre the leader of the committee 12 men, elected every month Robespierre’s role becomes a dictator

16 Reign of Terror Even leaders are led to the guillotine
Percentages of killed: 6% clergy 9% nobles 14% bourgeoisie 71% peasants, workers

Jean-Baptiste Henry, 18, tailor: Convicted of having cut down a tree of liberty. Marie Plaisant, seamstress Convicted of having said that she was an aristocrat and that she did not care for the nation. Henriette Francoise Marboeuf, 55 Convicted of having hoped for the arrival of the Austrians and Prussians and of keeping food for them.

18 Robespierre’s Death Finally by 1794, members of the National Convention rise up against Robespierre After a failed suicide attempt, Robespierre is arrested and executed Reign of Terror is over

19 Third time the charm? Reactionary Phase
In 1795, yet another government is formed, the third since Republican Led by upper middle class Calls for a two-house legislature New constitution Five-person executive branch known as the Directory This government is able to establish some semblance of order to France
