Update on “IPPC implementation” and “Competitiveness” studies

Permitting status analysis
Permitting data received by the Commission for all MS except 6 Telephone interviews of AG MS : “IPPC implementation proforma” sent to all MS ; 9 interviews carried out, 4 scheduled to take place – remainder to be carried out by end June

Selection of specific installations
Selection criteria after consultation with AG Determination of installations with “IPPC permits” (information from MS) Contacts with operators and competent authorities to ask for cooperation

State of play Identification of installations finalised except for Italy Agreement with competent authorities and operators for 18 out of 27 installations Waiting for response from operators for 9 out of 27 installations No agreement of operators: for 2 installations Site visits completed for 2 installations

Next steps Complete site visits: end July (depending upon Italy etc.)
Analysis and further exchange with CA / operators: summer Draft final report presented to 3rd Advisory Group meeting on 25 October Final report presented to IEG in 2007

Key issues Timely response to information requests and exchange of information is key to progression of the study Participation of operators and CAs is critical to success of the study Based on the 2 completed site visits, the data collection and reporting template approach appeared to work very successfully

Electric steel making Questionnaires sent out to 120 installations
Questionnaires not sent to authorities (focus on economic issues) but MS AG informed 10 MS concerned: UK, FR, DE, ES, IT, PL, SE, BE, LU, PT

Domestic glass Questionnaires sent out to 50 installations
Covers IPPC and non IPPC installations Most MS concerned but more than 4 installations only in FR, DE, IT, CZ, AT

Next steps Analysis of responses to questionnaires
Site visits in about 6-10 installations / headquarters Preparation of sectoral surveys Draft final report for comments to AG
