2. When And Who It is a national act and only affects Americans.
The agency responsible for this act was the EPA, and specifically their office of Noise Abatement and Control.
Noise Control Act was created in 1972, and was phased out of the EPA in however congress chose not to rescind it.

3. Functions and Environmental Issues Affected
Function : To promote a noise free environment for Americans
It set noise emission standards for aircrafts, cars/vehicles, ventilation systems, and helps shape land use planning
Environmental Issues Affected:
Wildlife : animals use noises for a number of things including mating calls, general communication, listening for predators and listening for prey.
Noise pollution changes food chains because the species that can't easily adapt begin to dwindle, affecting prey relationships. It also can lead to extinction of some species, lessening species diversity.
