DCS Strategic Plan Mvelephanda Strategic Plan October 2001 Programmes:
Administration Incarceration Rehabilitation Community Corrections Facilities Management and Capital Works Recognition that business processes, systems & structures not aligned for rehabilitation The Strategic Planning session in October 2001 resulted in the Mvelaphanda document which outlines the five Programmes of the Department namely: Administration Incarceration Rehabilitation Community Corrections Facilities Management and Capital Works As work began on the implementation of the Mvelaphanda, it became increasingly clear that the business processes, systems and structures were not aligned to the core mandate of the Department.

Strategic Shift FROM: PUNITIVE “UNIVERSITIES OF CRIME” SAFE CUSTODY
HUMANE TREATMENT OF OFFENDERS HUMAN RIGHTS CULTURE TO: EFFECTIVE REHABILITATION CENTRES The pre1994 prisons department was essentially a paramilitary, punitive institution, with an approach that punishment and medical/psychological curative treatment were the appropriate response to criminal behaviour. The immediate post 1994 transformation of the Department of Correctional Services focused its attention entirely on safe custody and the humane treatment of offenders. This was a result of the human rights culture brought about by the new democratic dispensation and our re-integration into the international community as a country. The adoption by Government of the National Crime Prevention Strategy and the integrated justice system resulted in the correctional system shifting its focus from safe custody to the reduction of re-offending through the enhancement of rehabilitation through development of the offender and the correction of the offending behaviour.

Three slides have been developed to outline the approach that has been taken. These are currently being rolled out to every Management Area by the Provincial Commissioners and the Project Team from Head Office.These will inform the current realignment of business processes, systems and structures in the Department. This is the first of these service delivery slides. Some of the issues that relate to delivery on these areas will be unpacked in the next slides, before we move onto the second and third slides. Realigning DCS - Background
GEARING PROJECT Formally launched by Minister and Commissioner Launched in all 9 provinces Strategically driven by the Steering Committee TRANSFORMATION Public Service JOB summit Jan 2000 PSCBC decisions from 2000 to March 2002 The Resolution 7 of 2002: Agreement The Minister thus endorsed the Commissioner’s proposal that there should be a project aimed at re-aligning the business processes, system and structures with the core mandate of the Department. This process was parallel to the process in DPSA that resulted in a process of restructuring of Government Departments within the National Framework

TOWARDS SUCCESSFUL CORRECTION OF OFFENDING BEHAVIOUR & PROMOTION OF SOCIAL RESPONSIBILITY
The challenges of moving the Department TOWARDS SUCCESSFUL CORRECTION OF OFFENDING BEHAVIOUR & PROMOTION OF SOCIAL RESPONSIBILITY are enormous, but we are convinced that we are gearing the Department to achieve that. Realistically speaking this will take a three year process before real delivery is effected. THANK YOU
