The word Luke used for rulers is a specific title: politarchs
The word Luke used for rulers is a specific title: politarchs. Because this word is not used as an official title anywhere else in Greek literature, Luke was once charged with mistakenly using the wrong title to refer to these city officials. Now, however, Luke’s accuracy has been confirmed. A number of inscriptions have been discovered that unquestionably prove politarch to have been an official title of certain city officials in Macedonia. One of these inscriptions was found on the ancient arch that spanned the Egnatian Way in Thessalonica, listing seven names of magistrates who wore the title politarch. It seems that in Thessalonica, the demos were legislators, and the politarchs were elected officials responsible for enforcing the law (Polhill 362). It is remarkable that Luke always uses the correct titles for the government officials in the places under discussion. (Truth Commentary)
