2012- ICAO FPL Changes the airline viewpoint Arkady Merkulov IATA
2
to represent, lead and serve the airline industry
perspective on the ICAO FPL focus on airline FPL considerations today’s challenges user expectations Name of Project 22/11/2018
3
needs & wants: a seamless flight
Regional differences, training, manuals, procedures, pilots New routes opening - Neutral polar winds, turb, traffic congestion. 2012- ICAO FPL Changes
4
The filed FPL 2012- ICAO FPL Changes
Generated by OFP system- static data stored by fin #, dynamic data auto-loaded Communication element attached- Airline comms systems are not naturally adaptable to the AFTN system Need a ‘switching network’, contracts costs etc… 2012- ICAO FPL Changes

The 2012 changes 2012- ICAO FPL Changes

the good- credit for flight efficiencies
DOF (5days) RNAV SID CPDLC-ATN RNAV STAR GBAS RNAV2-ENR CPDLC RNP4 -ENR ADS-C RNP-1 ADS-B in BARO-VNAV ADS-B out AR APRCH RF SATCOM RNP-AR FMC-WPR BRNAV PDC 2012- ICAO FPL Changes

IATA strategy: all airlines changeover 2012
Regional differences, training, manuals, procedures, pilots New routes opening - Neutral polar winds, turb, traffic congestion. 2012- ICAO FPL Changes
8
the bad: global inconsistencies
Do not include SID/STARS; filed DCT Field 18 to include "Algiers FANS 1" or "Algiers FANS A" in the RMK RVSM approval status:’W’ show as 2nd letter in Item10 Does not consider level changes filed in FPL Include ‘’POLAR’ in Field 18 Not to be filed earlier than 6 hours before EOBT Hand-written FPL required Field 10 Codes in Alphabetical order Max limit 800 characters Insert ADSB as 1st element in Field 18 Full RNAV capability e.g. NAV/RNAV1 RNAV5 RNP10 RNP4 2012- ICAO FPL Changes

The ugly.. during the transition some OLD, some NEW
This guideline indirectly ‘’suggests’’ that airlines in such a situation might delay the changeover till the drop-dead date. See comments from previous slide 2012- ICAO FPL Changes
10
The ugly.. after the transition lost in translation!
READY This guideline indirectly ‘’suggests’’ that airlines in such a situation might delay the changeover till the drop-dead date. See comments from previous slide DON’T KNOW NO/LATE 2012- ICAO FPL Changes

the concerns Logistics: airlines cannot maintain 2 systems
Data-loss: DEP-ENR-ARR FPL filed at Departure Automation: Ground host systems software dependent; heavy on automation PANS-ATM – not an ICAO SARP status system instituted over 30 years ago Designed as a paper-form to be manually filled out, local use Local ATS units tweak-it the way that suits them the best Does’nt absolve the airline from filing and receiving overflight & landing clearances 2012- ICAO FPL Changes

T A I S to A M ! data vs information vs knowledge
data is observable bits and bytes information is related data knowledge enables decisions data knowledge Make a FPL an ICAO Standard The basis of a true 4D trajectory The basis of future ATM strategy Flight Object (NextGen) Reference Business Trajectory (SESAR) Missing: present the data in terms of the user (AIP?) FPL format, SUA’s, OVF clearances, RAD etc… the proof that SWIM works and bridge the chasm between AIM to ATM TBO, FAB, BIZ trajectories will not work if airspace planning does not transcend & deliver ATM (SESAR is still talking of fixed airways etc.) Airlines are struggling with the sheer complexity in understanding and complying with individual State needs. AIM can only perpetuate that condition if AIM does not DELIVER ATM!! It is only an ENABLER Knowledge for the user is the synthesis of the flight object concept:- the ability to declare and fly a real business trajectory The ‘’knowledge’’ manifests itself from a user perspective in a paradigm shift in the ATM system to provide a more user-efficient service that works to enable user preferences 2012- ICAO FPL Changes

where do we go from here? we need to work together to ensure awareness
Airlines : target November 2012 Guidance Material ANSP Tracking website Software upgrades Dispatcher & Pilot awareness Manual processes for States that do not changeover ANSP’s: Plan for changes NOW Integration plan Inter-Center coordination Testing & parallel runs Fully subscribe to the FO concept- but the declaration of flight intent (much rather than the flight itself) must be UNINHIBITED…. Airline FPL systems offer a very high level of automation & optimization – but have been ‘’dumbed-down’’ significantly. 2012- ICAO FPL Changes
14
IATA’s part… Create awareness with airlines
Collaborate with ICAO to generate ANSP readiness On-Line readiness tracking website (FITS) Guidance Material to airlines Upgrade PANS ATM (guidance) to an ICAO Standard (requires compliance) Support Regional Implementation workshops Support selective airline trials during Transition phase 2012- ICAO FPL Changes
