3 Compensatory Educational and Related Services
Compensatory Services MUST be considered if a student has been denied FAPE. Lack of appropriately licensed teacher Lack of appropriately licensed related service provider Pattern of missed services for disciplinary reasons beyond 10 days Failure to implement Child Find – delay in evaluation or services Failure to implement an appropriate IEP Failure to provide FAPE

4 IF FAPE has been or is being denied:
Send a letter to parents that tells what is happening and what is being done to resolve the issue. Include a copy of parent rights/procedural safeguards (no teacher – place ads and interviewing teachers by a specific date) The compensatory services can be based on the previous two years. The amount of compensatory services to be provided is an IEP team decision. The total amount of compensatory services does not have to be the exact amount missed.

School Due Date: Friday, October 12, 2018 The BIE/DPA (SEA) will extract all personnel data on Monday, October 15, This will provide the DPA time to clean the raw data to prepare for submission. BIE/DPA (SEA) Due Date: Wednesday, November 7, 2018

8 SY 2017-2018 Personnel Data Collection
Personnel data to be collected for these categories: Special Education Teachers Related Service Providers by job assignment Paraprofessionals providing program support in special education Reminder: Ensure data for each category (e.g. certification) is based on the State criteria the school is located in.

9 Special Education Teachers
For each special education teacher (employed or contracted) providing special education services to children with disabilities, enter the following information: CATEGORY Data to Input Provider Name Provide the First and Last name Certification Status Fully Certified or Not Fully Certified The data for this category is based on the State criteria the school is located in. Age Group Which age category does the teacher work with? 3 to 5 (early childhood) or 6 to 21 (school age) Teacher FTE Include the FTE for full-time, part-time, split positions, etc.

10 Special Education Paraprofessionals
For each special education paraprofessional (employed or contracted) providing special education services to children with disabilities, enter the following information: CATEGORY Data to Input Provider Name Provide the First and Last name Qualification Status Qualified or Not Qualified The data for this category is based on the State criteria the school is located in. Age Group Which age category does the Paraprofessional work with? 3 to 5 (early childhood) or 6 to 21 (school age) Paraprofessional FTE Include the FTE for full-time, part-time, split positions, etc.

11 Special Education Related Service Providers
Related Service Providers include psychologists, social workers, occupational therapists, audiologists, adapted physical education teachers/recreation specialists, physical therapists, speech language pathologists, interpreters, counselors/rehabilitation counselors, orientation/mobility specialists, and medical nursing staff. For each related service provider (employed or contracted) providing special education services to children with disabilities, enter the following information: CATEGORY Data to Input Provider Name Provide the First and Last name Certification Status Fully Certified or Not Fully Certified The data for this category is based on the State criteria the school is located in. Age Group Which age category does the teacher work with? 3 to 5 (early childhood) or 6 to 21 (school age) Provider FTE Include the FTE for full-time, part-time, split positions, etc.

12 Inputting Data into NASIS for SPED Teachers, Paraprofessionals & Related Service Providers
Pathway in NASIS: Census > People > Staff > Select Staff Member > District Assignments When inputting FTE’s use decimals NOT percentages. Decimal examples: 1.00 = one full-time position providing SPED services to Students with Disabilities (SWD) 0.50 = one half-time position providing SPED services to SWD 0.25 = one quarter position providing SPED services to SWD 0.10 = one tenth position providing SPED services to SWD

15 Students with Disability Count
The Special Education Student Count NASIS data pull will take place on the last Friday in the month of October (Friday, October 26, 2018). Students must be enrolled with an active Individualized Education Program (IEP) on that date to be counted. Individualized Education Program (IEP) created/uploaded to NASIS must include all required signature/date documentation. Enrolled with an Active IEP does NOT mean that the student must be in attendance on that day.

16 Complete Enrollment Data
The NASIS Enrollment must be one with an Active and Locked IEP. The NASIS enrollment with the Active IEP must start prior to or on October 26, 2018. To be counted, the enrollment with the Active IEP must not terminate prior to October 26, 2018. These enrollment fields need to be completed: Birthdate, Gender, Grade, English Learner and Homeless Status

17 Complete IEP Data IEPs need to be Locked after the Parental Signature has been obtained IEP Start Date should be entered Special Education Disability Code Students 10 and older cannot be categorically identified as Developmentally Delayed Special Education Environment Students 5 and younger will can have an Early Childhood Environment (e.g. – A01, B02, etc...) Students 6 and older must be in a School Age Environment (e.g. – A, B, C, D, E, etc...)
