Daniel Shays—1787 led 1000 farmers to seize weapons from the Springfield Armory and again attempted to shut down the courts
State raises an army, to suppress what became known as Shays’ Rebellion

No common currency, no levying of taxes, no money for federal government, could not regulate interstate commerce and foreign trade, Each state had only one vote in congress, regardless of it’s size. 2/3 majority required to pass laws (9/13 states), amendments only with consent of ALL states, No separate executive branch to enforce acts of congress.
