2 Who runs City Hall? The City of Gainesville adopted a Commission-Manager Form of government in Gainesville in 1927. Mayors in commission-manager communities are key political leaders and policy developers. The City Manager is the chief administrative office for the city. The mayor, commission, and manager constitute a policy-development and management team.

Prepares a recommended budget for the commission's consideration Recruits, hires, and supervises general government's staff Carries out the commission's policies Provides complete and objective information, including pros and cons of alternatives and long-term consequences Makes policy recommendations to the commission
