The goal of the webinar is to provide updates on the Data Pipeline and current and upcoming collections. These webinars also provide a forum for districts, BOCES, and Administrative Units to have questions answered about Data Pipeline. 5 What is PII? Student Personally Identifiable Information (PII) is defined by state and federal laws as information that, alone or in combination, personally identifies an individual This includes direct identifiers (i.e. name, SASID, etc.) Includes information that when combined is identifiable Colorado’s new Student Data Transparency and Security Act introduces a number of new requirements for how Student PII is collected, used and shared CDE has prepared guidance on how to comply with this and other privacy laws which can be found here:

6 How to Share Data Check local policies for restrictions, requirements, etc. Ensure that you are following local policies when transmitting PII to any third party Use secure methods to transfer any PII to CDE Call CDE ( ) with questions about how to transmit PII securely Use Syncplicity to encrypt s to CDE Avoid sending PII via unencrypted or to unsecured faxes when sharing data between or within districts Do not use PII in trainings, presentations, etc. Do not share PII with unauthorized individuals Do not share passwords

18 RITS New RITS Enhancement!!!
11/22/2018 RITS New RITS Enhancement!!! For local education agencies (LEAs) who submit requests for SASIDs manually through RITS web there is now a way to find out the status of the request. First in RITS Web under reports go to SASID Download Report and click on that link. Second, select either web or batch in the case type field. Third, select either batch ID or date range by week in the Batch ID/Date Range field. Finally, select your preferred sort order and download the report. *Please note if the add students are in the same week as a batch(es) all will appear together in the download report. 18

11/22/2018 RITS New RITS Enhancement!!! In the SASID report you may notice under case type the following: add (a new SASID was created), update (an existing SASID was updated to your LEA and to your record), review (went to case review because of a possible match) ; and mismatch (there is a mismatch). There are some further enhancements that will be made to this feature and which will go into production next Tuesday. 19

11/22/2018 RITS RITS/EDIS Wish List At this time CDE is compiling a wish list for both RITS and EDIS as to what features and improvements the field would benefit from in making SASIDs and EDIDs easier to obtain and to improve accuracy. 21 11/22/2018 RITS RITS Review Question: When does an LEA use the active/inactive button in RITS? Answer: The LEA would mark a student as inactive in the following cases: A deceased student A preschooler/kindergartener who has enrolled in the spring/summer before their first time in school. Once they begin school the school/district/LEA would then mark them as active. A student who is still with the school/district/LEA but is temporarily enrolled in a facility and will be returning. Any student the school/LEA/district knows for certain is returning and not attending any other school. Do not mark a student inactive who has left but is going to another school/LEA/district as that school/LEA/district will pick up the SASID if it is in state. 21

22 11/22/2018 RITS RITS Review Question: Does an LEA have to delete a batch before it can submit that same revised batch. Answer: No, if an LEA uploads a batch and then realizes that it doesn’t want to submit that particular batch but instead wants to revise it and re- upload it for submission it can do so without deleting that batch. The new upload will have a new batch ID. Once a batch is submitted students cannot be deleted out of case review by the LEA but the batch itself can be deleted. If an LEA wants a case closed they can put that in the comments or they can contact the RITS consultant. LEAs can submit partial batches. Please do not submit multiple batches with the same students as this creates duplicates which are time consuming to close. 22

11/22/2018 RITS RITS/EDIS Reminders If adding students/staff to RITS/EDIS manually please do a search first as often they already have an assigned ID. If adding students/staff to RITS/EDIS through the Pipeline use the match function for brand new students/staff and use the batch function to update existing records. To ensure a smooth October Count 2018 LEAs may want to begin submitting requests for SASIDS for students they know will be enrolling in late spring/and over the summer. LEAs have until October Count deadlines to request SASIDs. Periodically update your records in RITS/EDIS so that they are up-to-date. Be careful when entering information as duplicates can be created when information is entered incorrectly. Use legal names for both RITS/EDIS. If a request went into case review and it’s been a couple of days and there is still no ID please contact the RITS/EDIS consultant and this generally means more information is needed to process the request. Please be sure to update your RITS/EDIS contacts in IdM. Thank you! 23

March 1: READ Budget Planning Survey soft open – districts can submit budget planning survey March 26: READ collection is in soft open – districts can submit data files April 2: READ collection opens June 15: Districts complete submission of READ files and Budget Planning Survey by close of business – all submissions are finalized and submissions will be locked June 22: CDE conducts duplicate SASID process June 22-June 29: Districts work with each other to clear duplicate SASIDS July 2: Districts resubmit with duplicates removed from file and the READ collection closes READ verification form is due July 6: Signed by superintendent

As we get going with the READ collection, I wanted to take some time today and talk about one of the READ elements that you will be reporting and that is the READ Status field. The READ Status field is very important within the collection. Districts are required to report all K-3 grade students who are enrolled in their district at the time of data submission – NOT just students identified as having an SRD. Districts should also attempt to assess all of these students. Therefore, every student enrolled in your district should be included in the collection and have a READ Status. So you might be asking, well, what about a student whoooo “was absent during testing”. There are exemption fields for kids who are not able to access an approved assessment for reasons such as attendance, illness, late enrollment, etc. These students will be coded with a READ Status of 0. Your cohort students will also be coded with a READ Status of 0. Students not identified as having an SRD will be coded with a READ Status of 1 and Students identified as having an SRD will be coded with a READ Status of 2 English Language Learners assessed with one of the interim assessments in English (score reflects and SRD) but you have concrete evidence that the student does not have an SRD based on other ELD data. Status of 6 – In May of 2015 House Bill , concerning assessment in Public Schools, was enacted. This means that there is an allowance for districts to choose to administer a READ Act interim assessment for students demonstrating reading competency once at the beginning of a school year and not again until the following school year if students reach the defined competency scores If students reach a specific cut score when they are assessed in the fall at the beginning of the school year According to HB districts can then opt out of testing that student the remainder of that specific school year. And they wouldn’t need to be assessed until the following school year.

READ Status 6 – Things to Keep in Mind READ Act – Whitney Hutton – READ Status 6: Student met fall grade level competency definition This should be a very small number of students You will not report fall assessment score, but a place holder score Schools and districts participating in ELAT (Early Literacy Assessment Tool) and/or ELG (Early Literacy Grant) will adhere to their project participation requirements and the assurances that they already agreed to as participants in the project Cut scores for fall reading competency per HB So some things to keep in mind when using the READ Status of 6 is that this should not be a large number of students. Schools and districts participating in ELAT and ELG will need to adhere to their project participation requirements On our website there are cut scores for determining grade level competency
