KFOR’s MISSION United Nations Security Council Resolution 1244: “While continuing to maintain and develop a climate of safety and security, KFOR is to support UNMIK in promoting the transfer of increased responsibility to the civil authorities, in order to facilitate the withdrawal from large-scale framework operations in Kosovo.”

Assets on the ground APART FROM THE CENTRAL PLAIN AROUND PRISTINA, KOSOVAR TERRAIN IS VERY HILLY AND FORESTED, WITH A POORLY-DEVELOPED ROAD NETWORK WHICH ALMOST COLLAPSES DURING WINTER SNOWING. THEREFORE, OPERATIONAL SCENARIOS REQUIRE UNITS WITH HIGH MOBILITY, FLEXIBILITY AND CRC/CBT POWER: PARATROOPS; LIGHT INFANTRY; WHEELED IFVs; HELI ASSETS.

FRAMEWORK OPERATIONS Presence and supervision Deterrence Direct support to Authorities and population The situation here is mostly driven by economic considerations, not military ones. The security situation here in Kosovo is, on the whole, quite good, but perceptions are more often the reality for many people in the world – and no where is this more true than in the Balkans, especially in Kosovo at this moment in its history. As time goes on and interethnic incidents remain low, the perception of security by both the K-Serb population and the international community should increase. This will drive the economic engine, as industry and investment return to the region. In its turn, the expanding economy will foster an even better overall perception of security, as respect for diverse cultures and for property rights become more and more the norm for all the inhabitants of Kosovo.

If K-Serb and IC perceptions of security do not improve, the less we can expect economic investment and the worse security perceptions will be – a downward cycle resulting in a stagnant economy, and a threat to overall security. OBSERVATION POINTS; CHECK POINTS; PATROLS.
