2. Over-Arching Objectives
Strengthen the protection of girls, boys, women and men affected by the crisis including access to territory and prevention of non- refoulement, registration, ensuring advocacy for international burden-sharing, and preventing and responding to protection violations with particular emphasis on child protection and SGBV.
Provide emergency humanitarian response to the most vulnerable, including shelter, food, health, education and other basic services;
Reinforce community-based protection and the resilience of host communities through support to basic services (such as health, education, water, sanitation and shelter), benefiting locals and refugees, increasing access and services quality;

Ensure linkages with ongoing recovery/development efforts being undertaken in host countries led by other partners such as host governments, the World Bank and UNDP, through most notably the collection, analysis and sharing of refugee and refugee-host community information with development actors.
Ensure linkages and complementarity with the SHARP revision process.
