STEP is a manifestation of the UN Millennium Development Goals to halve extreme Poverty by 2015 and the new spirit of global partnership demonstrated at World Summits For Trade in Doha, for development financing in Monterrey and for sustainability in Joburg. All prioritising developing countries needs. It also reflects WTO’s global code of ethics which underpins the organizations work, as well as its strategic vision of “liberalization with a human face” linking programs for poverty alleviation, sustainable development and fair trade.

5 Liberalisation with a Human Face
Millennium Development Goals Chairman WTO fully intends to continue its leadership role in these areas and to help our members – in the public and private sectors - build their tourism flows, strengthen sustainability and use the proceeds to eliminate poverty. And, with them, we look to work closely with national parliaments and local governments around the world because we are well aware that global principles and international practices will only be valid if translated into meaningful national and local implementation programs. Or as it is popularly known glocalisation. As we pursue this work, we are encouraged by developments within the United Nations to transform WTO-OMT to a full fledged Agency- as highlighted by the Secretary General earlier. This is not only a logical recognition of the growing role of the organization in responding to issues high on the UN Millennium Development Goals – but significantly it is a vital endorsement of the emergence of tourism itself within the mainstream socio-economic activities of the world community. We shall strive to make the philosophy and practice of “Liberalization with a Human Face” a central element. Poverty * Sustainability * Fair Trade
