The participants become aware about the Relevance, Vision, Mission and Aims &Objectives of ORC program 2. The participants understands the implementation arrangements 3. The participants become educated regarding their roles & responsibilities, with respect to the implementation of ORC 4. Participants takes up ownership and starts to actively contribute to the success of the program .

6 Vision : Resilient Minds, Empowered Children
Mission: Protection and Development of Children through Enhancing Life Skills, Nurturing Strengths, Addressing Vulnerabilities, and Promoting Mentoring and Good Parenting Origin: Kozhikode city police in collaboration with civil society, in the year 2010

8 In 2010, Police arrested many teenagers (both boys and girls) involved in theft of motorbikes, gold, computers, mobiles and cash. A subsequent investigation revealed that: Many young people were involved in crime-related activities, viz. theft, robbery and dealing in stolen goods and destruction of evidence. Many teenagers were engaging in socially deviant behavior such as underage sexual activity, illicit use of drugs, etc. Substance abuse among youngsters involves easily obtained items such as nail polish remover, petrol, etc. Contraceptives were found in the schoolbags of girls in several city schools, indicating their involvement in sexual activity, either with peers or with adults. Students were in the habit of using supposedly beauty-enhancing tablets, which were illegal and addictive drugs

11 Social deviance and juvenile delinquency
1. Widespread substance abuse and liberal consumption of alcohol 63.6 % of patients coming in for treatment were introduced to drugs at a young age below 15 years.13.1% of the people involved in drug and substance abuse in India, are below 20 years -Child Line Average age of alcohol consumption in India has fallen by nearly nine years over the past decade, from 28 to 19, and this is predicted to fall to 15 in another 5-7 years NIMHANS

Suicide is the third leading cause of death among young adults worldwide Suicide rate is highest in the years age group (38 per 100,000 population) in India (Indian Journal of Psychiatry)

Up to 20% adolescents have one or more mental or behavioral problems – WHO The prevalence of behavioral and emotional problems among 12 to 18 years school- going Indian adolescents was found to be 30.4%. - Australian medical journal

21 Institutional arrangements
Integral Component of Integrated Child Protection Scheme (ICPS) under Department of Social Justice Partnering departments : Departments of Education, Health, Home, LSGD etc in collaboration with civil society District level implementation arm: District Child Protection Units (DCPUs) - District Child Protection Officer - ORC Coordinator in charge -ORC Project Assistant

22 ORC strategy plan for Selection of School for the academic year : ORC DAGs Formation of school level Core Team : School Heads, Nodal Teachers, School Counselor, School Health Nurse, PTA reps of all sections, Staff Secretary/Senior Assistant Training of Trainers program State Level ToT for forming District Level Trainers Pool. Half day district level workshop cum ORC 2nd phase level: DCPU, DAG, ORC school level core team, district trainers, representatives from partnering departments, civil society representatives etc 2 day training for all teachers of the ORC schools

23 Strategy continued 3 day training for the core team members: School Nodal Teachers, School Counsellors & School Health Nurses Identification of children facing, mild, moderate & severe behavioral – emotional – learning – familial/social issues with the help of ORC I Know My Student Card Consolidation of I K M S card at class room level Interventions by teachers at class room level for addressing mild issues Consolidation of I K M S card at school level by core team Individual therapy for children facing moderate issues : Core Team SMART – 40 Severe Issues : Referral interventions by core team and ORC district team under DCPU by preparing Individual Care Plan Mentoring Parenting

24 Take home messages: In today’s world, our children face complex behavioral-emotional-learning- mental health- familial/social issues It is not their fault Problems faced by our children are often not identified in a scientific and timely manner Collective and capable responsibility by parents , teachers and society at large is the need of the hour ORC is a problem oriented – solution focused partnership model
